Mexicans;


Once more, the rule of law is felt all over Mexico, and Mexicans feel safe, as bandoleers are pursued and their exactions are coming to an end. The Rurales do a wonderful job upholding the law, and the whole world is amazed to see how so few men can pacify a country that big. The real cause to their efficiency is easy: they are supported by the people. The people are tired of the incessant troubles and want peace, freedom and order. This government has worked to bring calm to the nation, and our efforts have been appreciated to their true values. Banditry is slowly disappearing from the country, and we must thank both the Rurales and the local populations who support them, as their combined action has created this huge success. This has created a good climate for the elections, as all will be allowed to vote according to their wishes and not to external pressure.

The urban programs have been successful, even if some problems arose. The idea of the plan was that volunteers would make up the immense majority of workers, as the objective is to improve their own lives. I had believed that people would be willing to work for free so as to make the cities they live in less squalid. I had envisioned it to be done when they could find time, maybe only one day a week, but it seems local officials think the government has unlimited funds. That is not the case. Unfortunately, the program will have to be suspended this year, this pains me but the Mexican state isn’t able to hand out money that will be misspent; neither is it willing to fund corruption. Disappointment is the word, the program was successful but too many people tried to cheat; I hope someday they will understand that harming the state means harming every citizen.

On a brighter note, Mexico is finally seen as the beacon of freedom and liberty it is. I welcome these new immigrants in our country, and hope they will soon be followed by others, as people who are ready to work to create a bright future for themselves will always find opportunities in Mexico. Europe is invaded by nepotism and old structures, and social classes are really strong. Here, anyone can become important, if he has the capacities and the will to achieve his goals. I am a good example of this, as my parents were poor Indians who died when I was three, who worked in the fields and in the grazing? Yet I became president, a feat that I wouldn’t have been able to achieve in any other country. Mexico offers a chance to everyone, and this is what makes our country so unique. I expect to see even more immigrants coming next year; who will come to make both their lives and Mexico better.

The Reform nationalized land held by monasteries, and this was needed as monks exploited the people, acted like oppressive landlords instead of doing their prime tasks: praying and professing their religion. With the Concordat, we allowed them to return but only to the monsteries and not to their huge properties. This proves that we tried to achieve moderation. Very few congregations wish to buy their old properties back, and we hold no qualm about it. But we can’t let those properties neglected when so many people struggle to eat. They will be partitioned and sold to landless peasants, as it is our belief that ideally each man should own the land he ploughs. We will also create an investment bank to help them afford these properties, and will slowly be paid back. This isn’t a gift, Because gifting it would lead to nepotism and corruption. But this is an opportunity.

Once more, the American civil war escalates. We deeply regret it and wish to propose our mediation between the Union and the French Empire. We have good relations with both powers and believe that a common ground can be found. We believe that this war is an entirely private matter; it’s up to the American people to decide on their future, and if they are unable to do it without slaughter, so be it. We have repeatedly petitioned for peace and have been rebuked. It doesn’t mean we have to let the conflict escalate further. Franc intervening could lead to the conflict spreading to Europe. Let’s avoid this.

TREATY OF LONDON 1864

In order to bring about the assistance from the United Kingdom, Prussia and French Empire, the Austrian government must make certain agreements. To guarantee the aid wont be inadequate and too minimal to restore the Austrian financial system, Austria agrees to maintain a balanced budget or a net surplus to their treasury each year for the next three years.

Austria will be required to drydock certain elements of their navy, although the agreeing powers will guarantee their coasts in the event of piracy or rogue attack. The Austrian navy can maintain and utilize their transports and all screw frigates but their sailing frigates and ships of the line will not be in active service to lower their expenses.

The United Kingdom, Prussia and the Empire of the French agree to wave all interest owed to them on Austrian debt for the next 3 years. The amounts will not be banked and will not be owed down the line, although interest will return to normal after the 3 years unless this agreement is amended to extend the period.

Times have changed and threats have grown and the Empire must adjust. The French people face threats from many areas abroad at this dangerous time. The Austrian Empire is showing extreme signs of stability, ones that will hopefully be handled in the treaty of London. The Spanish had a run in with instability, there have been multiple recent crisis in western europe, our fleets and merchants suffered a barbaric pirate strike from a man that claims to uphold nobler ideals and now a war might be declared against the French people.

As a result of these threats and the danger to the people of France, the Imperial Government has decided it must take a critical step to guarantee the safety of our citizens. We will be introducing a system of conscription into the empire to guarantee there are enough soldiers available in a short enough mobilization time to deter or defeat the threats against the French people. The system will be disruptive to many young lives but it will be fair and it is necessary.

Much expense over the next two years will be done to improve the defensive capabilities of the empire. Our fleet was savaged by a madman from across the Atlantic leading to many deaths, our army has not been expanded in some time as its responsibilities and the dangers around us have grown and weapons must always be improved upon and tactics refreshed. I ask that the French people support our government in building its conscription system and in improving our defenses. Only through the cooperation of all citizens of the empire can we truly be safer. If the Congress of the United States does not see reason and backs the pirate-kings war against us, then the government will deeply need all the help possible to rebuild and expand the fleet. We do not take these steps lightly nor careless spend from the treasury of France, but this government will not leave its people at the mercy of those who wish us harm.

The Elections of 1864


In the United Kingdom, elections for the House of Commons were soon to take place. The Viscount Palmerston, who had been leading the liberal reform-minded Whigs, had joined forces with the Peelites, Radicals and Irish Brigade to form The Liberal Party. Their opposition, the Conservatives, were not as organised as them. The Earl of Derby had been noted, in private, to want to move towards recognising and supporting the Confederate States should the Conservatives be returned to power in the United Kingdom. His comments caused many of the men who were standing for election as Conservatives to instead stand as a new party, the Traditionalists, who received nearly fifteen percent of the vote, dwindling away the support that the Earl of Derby had, giving The Viscount Palmerston a sweeping majority in the House of Commons, and made it clear, that his Government shall continue to observe, nothing more, the current conflict in the United States and the Confederate States.

In the United States, however, the elections seemed to be much more strained. President Lincoln, along with the Republican Party, agreed that it would be best if he was to step aside. He felt he had not been able to preserve the Union to the best of his ability, and that someone other than him should take control of the Federal Government. His decision was final when the United States Congress voted to not go to War with France. An impeachment trial for President Lincoln was announced, but when the trial went underway, few people in the House seemed to condemn President Lincoln's actions, and with the help of some of the Radical Republicans, all charges were dropped against President Lincoln, instead applauding him for his efforts in trying to keep the Union together, against the overwhelming force of outside forces that wished to see the Union torn apart.

The Republican Leadership looked forward to the election, however. George McClellan, who only had recently been removed from command of the Army of the Potomac, was a very vocal leader, criticising President Lincoln's war plan, and wanting to shift their focus. One major part of his idea, was to attempt to strike a deal with France, in which they would stop intervening in the rebellion, in return for some type of concession and reimbursement for the damage they caused.

Congressman Thadeus Stevens, who quickly decided to try and run for President, struck a deal with McClellan. He proposed that a Unity Party was to be formed, with himself as the Presidential candidate, and McClellan as the Vice-Presidential candidate. The Democrats, losing their finest candidate, instead nominated former Congressman Clement Vallandigham, who rallied against the war, saying that the Confederacy had won, and that the United States should cut their losses now, and retreat from Maryland and the rest of the South, and hope to enter into a trading relationship and a friendly relationship going forward. Many saw this as a stab in the back to the Union, and and overwhelming amount of support was given to Congressman Stevens, and he was easily elected, only losing the state of Maryland, as many people there supported the Confederacy, and wanted Vallandigham to win.

With the War Democrats and the Republicans entering into a shaky alliance, they quickly struck a different tone to world affairs. President Lincoln, who would remain President until March of 1865, mainly stepped aside, leaving his ideas for his successor, and close ally, President-elect Stevens, to take over, and begin to exert control over the country. Thousands of citizens across the nation looked towards President Lincoln, a man who tried so hard, and did not look upon him harshly, instead looked at him as if he was a man that had a vision, a vision that fate could not deliver to him. Few men vilified him, and he was seen returning to Illinois, a very tired, but still strong, man.

President-elect Stevens made one thing clear, in a speech he gave a meeting of the House and Senate in Philadelphia. It became clear, with the French supporting the rebel-slavers, that the United States was the Last, Best Hope on Earth. Only through emancipation of the Slaves could the United States move forward, and take her place as the leader of civilisation. It would show how backwards those in Paris were, and greatly damage their own standing, should they continue to support a rebel group, that styled themselves a nation, that ran solely off owning another man.

 



The United Mexican States are honoured to be the first state to congratulate both Lord Palmerston and President-elect Thaddeus Stevens. Their (re)elections clearly show that progress is on its way all over the world, and we can only rejoice to know this.

To the British administration, we would like to discuss the smuggling activities their nation is conduction on our territory. Even if Mexico has had its dair share of troubles in the past, we stay an independent and sovereign nation. As such, we can't tolerate smuggling. We are of course willing to accommodate our demands with the British and Confederate ones - even if our neutrality in the civil war makes it hard for us to sign agreements with a Confederacy we don't recognize. Free trade, especially when coming to cotton trade, is a good thing but he legitimate demands of Mexico mustn't be put aside; as it is normal and widely spraead that for a nation whose our port facilities are used and where goods are sold to get its rightful part.


To the United States, we propose once more our offers of negotiation, as the Empire of the French has given ear to our mediation proposal. Surely the American people don't want to fight yet another war and conflict can be avoided. We propose, so as to spare lives, to act as a neutral party in the dispute as we are close to both governments.

Afghan Brothers, due to the current ongoing conflict in Bukhara, I have seen fit to order mobilization of able bodied men from all the tribes. All men who own a weapon and of fighting age are to make their way to Herat to join with the Army.​

There was wide expectation that the Viscount Palmerston would step down from his position as Prime Minister due to ailing health, but Palmerston continued on, leading his "Liberal" Party to a landslide victory in the 1864 general election. Cabinet changes following the election were minor. Lord de Grey became Secretary for War following the death of Sir George Lewis late the previous year. Edward Cardwell assumed the position of Colonial Secretary. Lord Clarendon became Chief Secretary for Ireland, tasked with reaching a compromise regarding Irish Home Rule.

Queen Victoria delivered her Queen's Speech to the new Parliament on the opening day, outlining an agenda of maintaining neutrality and preserving British interests. Surprisingly both the expansion of the franchise and the Irish question were addressed. The Government won the subsequent vote of confidence by the widest margin in British history.

The French and American governments have accepted our offer and finally, steps towards a lasting peace are made. Ambassadors from the two countries have joined in Mexico and have witnessed different things during their journey. They saw the deep scars the war left on my country. But they also saw people working tirelessly to bring itself to peace and prosperity. They didn't see fighters from two different sides holding grudges from the pas and forced to cooperate, no; they saw a nation going forth united. My hope is that this example will have been valuable to the envoys who will understand the need of peace. Mexico as a whole is honoured to host these talks.

Preliminary negotiations have been a success and at this point, I can proclaim my firm belief that we will bring these negotiations to a fruitful end. A war will be avoided in the walls of Mexico and French and American sailors will be able to go all around the world without fear of being attacked. The talks have to be pursued naturally; however the risk of a full-scale war has been avoided and both nations must be thanked, for their commitment to avoid the worst.

To help stabilize the global economy better, while still imposing encouragement to control new spending, new rates will be set for loans originating in France. New debt will be set to a 2.65% interest rate instead of the 3.5% interest rate it was set for. Any rate specially set via treaty will not be impacted. ((ie I am not countermanding the treaty with Austria I just signed.))

Treaty of Mexico City 1864

To resolve the crisis between the United States of America and the Empire of the French the two nations agree to the following:

The United States reiterates its position against piracy and apologizes to those that lost their lives in the strikes by the United States navy. The United States will pay the sum of 300k per year to the French government for a period of precisely 10 years. There will also be an immediate payment from the government of the United States of 700,000 to be divided and handed out to the families of those that lost their lives and to the various commercial interests harmed in the attacks.

The Imperial French Government agrees to not no further direct actions to assist the Confederate military unless such time may come to pass that the United States recognizes the Confederacy. France will take no steps to change their relationship with the Confederate government. (IE still recognized but nothing else from what it was pre-aid package.) French warships will avoid traveling to the coastal waters of the pre-civil war United States while the conflict rages so long as French shipping is not harassed by United States ships.

The French military and government will take no steps to support any form of slave trade and the United States government will accept responsibility for any piracy conducted by its citizens against French ships. Both nations will be allowed to continue trading with one another as was before the crisis with no new restrictions placed. The French government states its position that eventually slavery will have to be done away with but that nations be allowed to progress towards this noble goal at their own pace and in their own way.

This proposal to the United States should be along the lines previously agreed to and we will formalize our signature if it meets their approval and they as well sign.

To promote cooperation amongst nations, and to achieve prosperity for their people, the governments of Romania, Greece, Great Britain and The Ottoman Empire agree to the following:


Article I. Independence

§ 1: The United Principalities of Romania shall be released from its status as a vassal under the Ottoman Empire, and is henceforth independent from Ottoman affairs.​


Article II. Land transfers


§ 1: As a sign of goodwill and friendship, the Ottoman Empire will cede the province of Dobruja to the United Principalities of Romania.

§ 2: The British government will transfer ownership of the Ionian islands to the Kingdom of Greece.


Article III. Trade and investment


Romania


§ 1: Romania will remove all fees, customs and restrictions on the trade, and navigation of British subjets within its territory.

§ 2: Similarly legal and regulatory restrictions on the procurement, ownership, and investment of Her Majesty's subjects in the commercial and transit enterprises of Romania will be removed.

§ 3: The British government will help establish rail lines to connect the major cities and ports in Romania.

§ 4: Trade barriers between the Ottoman Empire and the United Principalities of Romania will be lowered, as to foster economic growth between the two nations.

§ 5: The Romanian and Ottoman rail lines will be connected, so cargo and people can travel freely between the two nations.​


Greece


§ 6: Greece will remove all fees, customs and restrictions on the trade, and navigation of British subjets within its territory.

§ 7: Similarly legal and regulatory restrictions on the procurement, ownership, and investment of Her Majesty's subjects in the commercial and transit enterprises of Greece will be removed.​
