It has come to the attention of Her Majesty's Government that certain financial institutions have taken actions of questionable legal nature with regards to debt issued by the Austrian Empire. While the Government in no way condones the Austrian decision to suspend payment on bonds held by Dutch investors, financial fraud and machinations cannot be allowed as part of a healthy and functioning financial system. The Government has chosen to instruct Sir Frederick Peel in his capacity as Financial Secretary to the Treasury to investigate the alleged abuses. The assets of the institutions under investigation and those of individuals links to these institutions will remains under the Government's oversight for the duration.

The news of the unprovoked and undeclared Russian attack on the Japanese garrison in Southern Karafuto is horrifying, and even thought the Russian were better armed, trained and making a surprse attack the valiant soldiers of Japan push them back hard and make them retreat form Karafuto completely.

We demand an answer form the Tsar of Russia of why he attack land claimed and occupied by japan, when we have only being friendly with the Tsar by not pushing our rights on the Chishima Islands, and not demanding the Northern part of Karafuto. We see now that this has not being enough for the Tsar as he tries to take by force what little we remain controlling.

The Kingdom of Denmark has the full support of Sweden and Norway in its actions, and any 'decisive action' that is detrimental to Denmark and all of Scandinavia will be strongly opposed by the full power of all Scandinavians.
Christian IX has proven himself willing to negotiate on reasonable terms and this should be respected by both Prussia and all other nations involved in this affair. The Prussian ultimatum is rejected as unreasonable and detrimental to a diplomatic solution by the Kingdoms of Sweden and Norway.

The Earl Russell arrived in Copenhagen post haste in order to meet with King Christian regarding the situation in Holstein. The two men spent the better part of two days behind closed doors, emerging with the following agreement:

King Christian agrees to recognize Frederick of Augustenburg as Duke of Holstein, recognizes the Duchy as part of the German Confederation, and drops all claims to its titles.

The United Kingdom, Prussia, and all other participants recognize the Duchy of Schleswig as an integral part of the Kingdom of Denmark in perpetuity. The United Kingdom issues a declaration committing to the defense of both sovereignty and territorial integrity of Denmark.

It is assumed that additional private promises were exchanged, but they were not revealed to the public.

AMENDMENTS TO THE LONDON PROTOCOL

Due to the death of Frederick VII of Denmark and the succession issue that has arisen as a result, the Contracting Parties agree to amend the protocols agreed to at London in 1852 as follows:

1. The Duchy of Holstein will pass to the House of Augustenburg, a cadet branch of the Danish Royal house. The Duchy will remain a sovereign and integral part of the German Confederation.

2. The Duchy of Schleswig will pass to Christian IX of Denmark and will be joined permanently and irrevocably to the Danish crown.

3. The Contracting Parties agree to guarantee the independence and territorial integrity of the Kingdom of Denmark.

In a separate agreement the United Kingdom agrees to negotiate a commercial treaty with the Kingdom of Denmark and agrees to include Denmark in any future discussions regarding European colonial possessions in Africa.

The Empire of the French continue to support the British efforts towards peace. We will also be later addressing a mistake made by the government. The security of the French people is the primary goal of the Empire of the French. We are also happy that some form of resolution stuck with the government of the United States. This may not be an ideal resolution but it shows to be a workable one and it times of crisis perfect can give way to effective.

My brothers of the German Confederation know that We left only due to the belligerent nature of the Prussian Warmonger. We must emphasize the nature of the threat Prussia posse to the sovereignty of the nations of the Confederation. That two sovereigns were forced to cede land due to Prussian belligerence and bellicosity is no accident, but more indicative of something that beats at the very core of Prussia foreign policy. It is only due to the good graces and responsible nature of the United Kingdom that Danish sovereignty was not further infringed upon and that the Kingdom of Denmark is protected against further bellicosity arising from the Prussians.

We should remind them of the past few years, where Prussia has pressed its will against the little members of the Confederation to its benefit and their collective detriment. These present actions should reinforce the perceptions of Prussia’s covetous desire for more lands and more powers over others.

Most disturbingly, is how Prussia has exercised the name of the German Confederation without its authorization, nor consultation. It is this fact that is should be most distressing for all members of the Confederation, Prussia has claimed to represent all of the Germans without the consultation of the states. It is little wonder what path such actions will lead.

Brothers! We are threatened, menaced and intimidated by foreign powers! Prussia stands ready to invade Denmark, and all of Scandinavia! We can not let this happen without our brave men marching off to defend our land and people, without our cavalry sounding their trumpets for the glorious charge and our artillery raining down barrage upon barrage on the invading scum! Let it be known that Scandinavia stands united against every foreign threat!

However, diplomacy is still a possibility in this conflict. If a diplomatic solution is to be concluded, our brothers in Denmark must be properly compensated for the loss of the ancient Danish territories of Holstein. Colonial possessions as well as monetary compensation will be necessary to outweigh the independence of the Duchy of Holstein from the warm embrace of Denmark. Anything less will be a slight upon our honour, pride and strength.

The Kingdoms of Sweden and Norway will stand united with Denmark in whatever decision they may chose.

- King Karl XV of Sweden and Norway

Her Majesty's Government sincerely hopes that King William of the Netherlands, having agreed to maintain full neutrality only a few short years ago, did not recently express an opinion supporting one of the sides in the ongoing conflict over the Duchy of Holstein, as that would be a breach of a Treaty that is most beneficial to the Netherlands.

Kingdom of Denmark

Profoundly impressed by the outpouring of support for the Kingdom of Denmark, we refuse the treaty proposed by the United Kingdom. We had entered into talks over this area in question, and we have decided that, being a conflict between Scandinavia and the German Confederation, the Kingdom of Denmark shall enforce her claims on the Duchy of Holstein as an integral part of the Kingdom of Denmark, but still is willing to talk about its position as a member of the German Confederation. We thank the British for their attempts at negotiation, but recent talks with the Kingdom of Hanover and the Kingdom of Sweden-Norway have shown that we have the confidence in asserting the control over our own territory. We ask the nations involved to come to the table to discuss Danish ownership of the Duchy of Holstein.

The Kingdom of the Netherlands

To Her Majesty's Government;

We were merely reflecting upon the actions of the Prussians and how they seem to spark conflict to deprive fellow states of their territory. We are not taking a stance on the issue other than laying bare Prussian bellicosity and reminding the world of it.

Perhaps London would be a suitable location to hold further talks at? Or maybe Switzerland so the Zoo and Gardens can be toured at times of break to cool down and unwind.

This year has been a trying year for the Argentine Republic and her people. Our navy was rocked over the dismissal of our Admiral for incompetence, and it seems we have gone backwards in that regard. We also must deal with the tragic construction of unsafe schools, which has besmirched the name of this Presidency! Such dangerous buildings do naught but put at risk our nation's future, as the children are our future. The only news that seems to be benefical to us is our continued colonisation of the rightful de-jure lands of Argentina, and solidifying our control over them. Progress is coming to our great nation, and while it is coming slowly, it cannot be halted! We shall move forward!

The Kingdom of Prussia

Despite our repeated acceptance of diplomatic missions intended to calm tensions over the Holstein Crisis, it has become clear that the Kingdom of Denmark has no interest in accepting any solution save that which provides it sole and unchallenged dominion over the Duchy of Holstein, which is and shall remain an integral part of the German Confederation. The Danish believe that they will triumph with external aid, that they can freely oppress and occupy Holstein without consequence. We will dissuade them of this, posthaste.

As a member of the German Federal Assembly, the Kingdom of Prussia calls for an immediate vote on an armed intervention into the Duchy of Holstein and the Kingdom of Denmark, with the stated aim of liberating all Danish-held German territory and establishing that territory as a free and sovereign state within the German Confederation and independent of Danish rule. This resolution will further extend to all allies of Denmark who set themselves against the Confederation. We call upon our German allies and friends to cast their votes in accordance with the Federal Assembly's rules and regulations, with an 'aye' representing an affirmation of the resolution and a 'nay' indicating opposition.

The Kingdom of Prussia votes aye.

Although we find the solution proposed by the British as a suitable one, we understand the concerns of our Danish friends and they refusal to secede an integral part of their nation just because of the Prussian threats, and so we endorse the Danish position in this matter.

However, what we find astonishing is the attitude of the Prussian Empire; we have seen Bismarck fabricate artificial casus belli for decades, but this time it is almost a comedy, and the repeated condemnation of almost every other European state proves it.

Not only Prussia is trying to impel the whole German Confederation into another war for its own benefit, but knowing that the Kingdom of Hannover is allied with the Kingdom of Denmark what Prussia is actually trying to do is to declare war on the Confederation itself!

Fellow members of the Confederation, stop this Prussian madness, as no one ignores that the only thing that Prussia seeks is to annex state over state of our Confederation. Not only we vote NO to the Prussian proposal, but we deeply encourage Prussia to calm down and rethink their startegy upon this matter, as we think that menacing another fellow state with a declaration of war is not a suitable attitude .

Wilhelm von Reitzenstein, on behalf of his Royal Majesty George V, King of Hannover.

((Writing this on my cell, thus the lack of formatting.))

We are greatly disturbed by the hateful and increasingly incoherent accusations being brought by the Kingdom of Hanover. Prussia has at no point sought to annex any other German state, nor is such a ludicrous claim in line with our stated aims, which call for an independent and sovereign Holstein. Furthermore, the notion that I am responsible for "fabricating casual belli for decades" is indeed strange, given that I have held my position for only a few short years. In conjunction with their address of our Kingdom as an "Empire", I am forced to conclude that their ambassador has suffered a grievous injury to the head.

We are greatly saddened that the Kingdom of Hanover has chosen to betray the oppressed peoples of Holstein, which is an integral and acknowledged part of the German Confederation, in order to side with a foreign monarch in the name of some petty animus whose source is entirely unknown to our Kingdom. We had desperately hoped that our call to action in the Federal Assembly would have dissuaded Hanover from their self-destructive course of action, but it is now clear that the needs of the German people come second to their King's sinister ambition.

We are still willing to consider peace, but we require that the British terms be met in full if war is to be avoided. Otherwise, we will continue our efforts to ensure that German territorial integrity is not further violated by the King of Denmark's outlaw aggression or his unlimited desire to oppress the German citizens in occupied Holstein.

Otto von Bismarck
