Whereas war has raged between the people of the Confederate States and the people of the United States;
And battles have been fought on the soil of both nations, causing destruction and death;
And where men have died for their respective cause;
The Federal Government of the United States and the Confederated Government of the Confederate States agree to the following:
On the treatment of the Confederate Independence
The Confederate States of America shall be recognized as a fully independent nation, with all rights and privileges attached to such a status, by the United States Government.
On the prevention of War between the two Nations
In place between the governments of both the United and Confederate States shall be a ten-year treaty of non-aggression, disallowing conflict of any sort between both nations, to be set in place upon the signing of this treaty.
On the treatment of Prisoners of War for the respective Nations
All soldiers fighting for both Nations that were captured as prisoners of War shall thenceforward be free to their original nation of service.
On the allegiance of the State of Maryland
The State of Maryland shall be fully re-integrated as a full state of the Union.
