Treaty of Varna
I. Territorial Concessions

1. The Ottoman Empire will cede the province of Thessalia to the Kingdom of Greece
2. The Ottoman Empire will cede the province of Silistre to the Kingdom of Romania

II. Peace and Friendship

1. The Kingdom of Greece and the Ottoman Empire agree to halt all aggressive actions against the other immediately upon the signing of this treaty.
2. The Kingdom of Romania, the Kingdom of Greece and the Ottoman Empire agree to remain at peace for a period of 15 years after the signing of this treaty. Any aggressive actions before that period is over will be considered a breach of this treaty and will result in the intervention of the other signatories of this treaty against the aggressor
3. The Kingdom of Greece, the Kingdom of Romania and the Ottoman Empire agree to pursue friendly relations between one another and respect the internal affairs of the other nations

Fellow Italians, we are already halfway to victory! The Romanian and Grecian people's have been partially liberated from the Turkic yoke. This is truly a victory.

That said, we shall continue to fight for our Serbian friends, for Italy never abandons an ally.

Brave soldiers of Hellas! You have fought valiantly, as our forces have liberated our brothers in Thessaly from the Turk oppression with such low casualties. This victory will be celebrated and will surely be mentioned in the books of history's greatest battles! The ancient Hellenes of Alexandros and other great men would be proud of this achievement! The Kingdom of Greece of course recognizes the great sacrifice of our soldiers and I shall announce that there will be a monument commissioned in Athens to commemorate these men who fell in the 7 Weeks War of 1872. This monument, which shall comprise of a statue of a brave ancient Greek hoplite, and a stand, in which the names of all the fallen heroes of Hellas are listed. This monument will remind us all of our moment of glory, and shall be a sign to all oppressed peoples of this world, that even the strongest enemy can be won!

The people of Hellas look forward to a new era of peace and prosperity for our Kingdom!

I hereby declare the immediate demobilization of Romania, for we no longer fear of crisis thanks to our Ottoman friends. The Romanian Land Forces will return to their normal stations, and the Romanian-Ottoman border will resume normally. A small garrison is to be dispatched to safely ensure the successful transfer of Silistre once our Ottoman friends relinquish it.

Corruption must be rooted out of the nation's civil service, this shall be done in this way:
I During the Civil Examinations choose those who score highly for personal integrity and honor
II These people will be instructed on trying cases of corruption and the new laws to established
III These new jurist shall sit on a panel of 5 judges who shall try each case in a province, rotating provinces each month, and only returning to a province once every 30 months at the most frequent rate, additionally, no new jurist shall sit for more than 5 years
IV New laws shall be drafted such that any citizen may make an anonymous accusation of corruption of a magistrate, however, if found against the accuser, they shall pay for the expense of the trial and one-half the supposed loss to the defendant
V Those who are found to be corrupt by the court shall lose their ill gotten gains plus 10% of their wealth for the first infraction, 33% for the second, and 66% for the third infraction, after which they shall be public shammed and dismissed from their post and banned from holding any government post
VI Proceeds from this process shall be distributed as such:
To the aggrieved party: the lost amount plus 5%
To the state: the remainder
VII Judges found to be corrupt shall face the following penalty, after one infraction 25% of their property and wealth will be forfeited to the state in addition to the amount stolen, one the second infraction they are to be executed and 75% of their assets forfeited to the state the remainder to their beneficiaries

The Ottoman Empire would like to apologize to the other signatories of the Treaty of Varna specifically the Kingdom of Romania but apparently their was a mistake with the map that was sent along with the treaty the entire province of Silistre was marked as Romanian, in fact the Treaty proposed by the Ottoman Empire included only the areas along the border with significant Romanian populations were intended to be granted to the Romanians. We hope that the Kingdom of Romania will still sign the Treaty but we understand should they wish to remove their signature.

This is an outrage! The Ottoman Empire has attempted to swindle our people through this Treaty of Varna, by promising what they never intended to deliver. I, of course, remove my signature from this accursed farce of an agreement, and urge our friends, the Kingdom of Greece, to do the same, lest they too be subject to such treatment.

I urge the international community to see this blatant trickery, and recognize it as such. If we are allowed to be treated this way, a precedent is set for the Ottomans to wiggle their way free of any treaty! Will anyone stand for justice, and join us in denouncing this action?

The Ottoman Empire apologizes profusely to the Kingdom of Romania and offers the payment of 500,000 pounds to make amends for the error. The bureaucrat in question has been demoted and we assure the nations of Europe that this will not happen again.

The Kingdom of Romania refuses this ridiculous bribe, for Romanian honor is worth far more than this paltry sum. If the Ottoman Empire truly valued our friendship, trust, and basic dignity, they would act as a civilized nation and remain true to their agreements, not resorting to clumsy haggling or blaming their failures on one alleged bureaucrat.

We will accept nothing less than the original Treaty of Varna, of which on our very honor, we affixed our signatures on. Refuting this document brings dishonor upon the names of all signatories; King Otto of Greece, Sultan Abdulaziz of the Ottoman Empire, and myself, King Alexandru Ioan Cuza of Romania. I will never support bringing dishonor on ANY name, especially that of myself and the innocent King Otto. Do you wish that upon us?

We would like to inform Romania that under ordinary circumstances we would have agreed to the Treaty of Varna however the areas given to the Romanians by our bureaucrats error are populated solely by Bulgarians who have no wish to join with the Kingdom of Romania. We will of course agree to grant control of the area populated by Romanians to the Kingdom. We will, in addition agree to pay the Kingdom the sum of 750,000 pounds for the misunderstanding.

Still, the Ottoman Empire believes they can buy Romanian honor by haggling prices! Our answer remains the same.

As for your justification for renouncing your end of the bargain, we find it unsatisfactory. Although you find it fitting that this bureaucracy is the source of all your problems, we do not. What matters is your very signature adorning the Treaty of Varna, found prominently alongside our own. Even if the bureaucrat had made this grievous mistake, is it proper to affix your very word upon unchecked and improper documents?

Had we been informed of this decision before all involved parties agreed upon all terms and conditions, this incident would be easily understandable and accepted, but this is a farce of diplomacy, and a stain on our honor, a downright swindle. The Bulgarian people should be disgusted at this apparent ploy, of which is obviously a show to attempt the beguiling of Bulgarians, and are right to angered at such treatment, just as we are. However, unlike their current status, under the Romanian reign, all Bulgarian would receive far better than what this Sultan provides.

TREATY OF FRIENDSHIP AND COOPERATION

The Governing Senate of the Russian Republic and President Alfred Józef Potocki of the Commonwealth of the Danube, bearing in mind the special relationship that their countries bear with respect to each other and to the rest of Europe, and desirous of peaceful and stable coexistence between themselves and with all other nations, have appointed plenipotentiaries who have negotiated the following Treaty:

ART. I The High Contracting Parties solemnly declare that enduring peace and friendship shall prevail between the two countries and their peoples. Each party shall respect the independence, sovereignty and territorial integrity of the other party and refrain From interfering in the other's internal affairs. The High Contracting Parties shall continue to develop and consolidate the relations of sincere friendship, good neighborliness and comprehensive cooperation existing between them on the basis of the aforesaid principles as well as those of equality and mutual benefit.

ART. II Deeply interested in ensuring universal peace and security, attaching great importance to their mutual co-operation in the international field for achieving these aims, the High Contracting Parties will maintain regular contacts with each other on major international problems affecting the interests of both the States by means of meetings, and exchanges of views between their leading statesmen, visits by official delegations and special envoys of the two Governments, and through diplomatic channels.

ART. III Attaching great importance to economic, scientific and technological co-operation between them, the High Contracting Parties will continue to consolidate and expand mutually advantageous and comprehensive co-operation in these fields as well as expand trade, transport and communications between them on the basis of the principles of equality, mutual benefit and nondiscrimination.

ART. IV The High Contracting Parties shall promote further development of ties and contacts between them in the fields of science, art, literature and education.

ART. V In accordance with the traditional friendship established between the two countries, each of the High Contracting Parties solemnly declares that it shall not enter into or participate in any military alliance directed against the other Party.

Each High Contracting Party undertakes to abstain from any aggression against the other Party and to prevent the use of its territory for the commission of any act which might inflict military damage on the other High Contracting Party.

ART. VI Each High Contracting Party undertakes to abstain from providing any assistance to any third country that engages in armed conflict with the other Party. In the event of either being subjected to an attack or a threat thereof, the High Contracting Parties shall immediately enter into mutual consultations in order to remove such threat and to take appropriate effective measures to ensure peace and the security of their countries.

ART. VII Each High Contracting Party solemnly declares that it shall not enter into any obligation, secret or public, with one or more States, which is incompatible with this Treaty. Each High Contracting Party further declares that no obligation be entered into, between itself and any other State or States, which might cause military damage to the other Party.

ART. VIII Any difference of interpretation of any Article or Articles of this Treaty which may arise between the High Contracting Parties will be settled bilaterally by peaceful means in a spirit of mutual respect and understanding.

The said Plenipotentiaries have signed the present Treaty in Russian and German, both text being equally authentic, and have affixed thereto their seals.

Done in Lemberg on the Ninth day of August in the year One Thousand Eight Hundred and Seventy Two.

TREATY OF POSEN

The German Emperor and the Russian Governing Senate, conscious of the historical tensions between their countries and desirous of a relationship that perpetuates peace, security, and an understanding between their people have appointed plenipotentiaries that have come to an agreement regarding the following Articles:

ARTICLE I. The Russian government agrees to lift restrictions on German ownership of factories, manufactures, and enterprises in the Republic of Poland and to exempt such foreign-owned operations from laws governing employment of peasants, per-capita tax on those employed, and estate ownership restrictions. The German government, together with German individuals, will provide capital, to be matched by the Russian government, to establish such operations for the production of cast iron, coal, iron and steel, textile, and sugar, with the ownership and profits of these operations also evenly split.

ARTICLE II. Both the Russian and the German governments agree to lower restrictions on the export of products and materials from the Republic of Poland to Germany, and in the reverse direction, that are produced at the operations described in the preceding article or are used in such production.

ARTICLE III. The two governments will cooperate in the construction of a railroad line between Berlin, Posen, Warsaw, and Moscow. The cost of this railroad line will be split equally between the two governments, with labor and materials provided by the Russian government and the construction overseen by the engineers provided for this purpose by the German government. The railroad line will use the Russian gauge in the Russian territory, although between Posen and Warsaw the railroad line will use a dual Russian/German gauge to ease in the transportation of goods between Poland and Germany.

ARTICLE IV. The two countries pledge to not aid in any fashion any other country, organization, or people which may seek to cause damage to either of the two countries. Representatives of Russia and Germany will continue to meet regularly to monitor the commercial and political developments and to continue to coordinate the direction of the policies of the two countries in a way that is broadly beneficial to both.
