Even with the war against the Union of Socialist Soviet Republics, the modernisation of Iran continued; to put it in the words of the Shah "Progress is unstoppable, and so is Iran.". As to this effect, the Shah, urged on by the meritocratic Majlis, to reform and strengthen the administrative system. These reforms especially strengthened the Majlis themselves, as this parliament was not actually elected, yet was promoted by the Shah and his Privy council to their positions from the various administrators around the country. Reza Pahlavi did not like a democratic form of government at all, he prefered what he called the "Kemalist" form of government: A single person ruling over the country with a group of skilled advisors under them to advise and manage various operations. One major opposition group to this "Meritocratic Oilgarchy" was the land-owning elite, as they saw the parliament as a force subverse their ancient authority. Reza had many confrontations with the Aristocrats and Imams of Iran before, both of whom opposed his reforms from different points of views, and both whom were set to loose the most during Iran's modernisation.

The Members of the Iranian Majlis, the Parliament of Iran. They had encouraged the Shah to enact the new administrative reforms to weaken the Land-owning elites in the country, and thus empower the legislative branch of the government.

The reforms themselves weren't that radical, it had more of a focus on law enforcement; on a fundamental level, one of the main mandates for the Shah's rule was enforcing rule of law in Iran. The main two parts of the administrative reforms were setting up local police forces, and large organised metropolitan forces in cities like Tehran & Tabriz, and setting up news courts to ensure that even people in outlying villages had courts in the nearest towns. There were some other aspects for the reforms; with the Soviet War on the state needed money, so tax collecting offices were also set up in important towns to increase the efficiency of the tax collectors themselves. The final part to these new reforms was possibly the most important long-term: The first offical, fully explorative census was taken. This was meant to show where investment and development were most needed and what the actually ethnic, religious and economic make-up of the country was. These would show that while the majority of the country was Shiite, the minorities of the country would still remain entrenched in certain areas, with the Jewish community being larger than predicted. Arguably the most important finding from this census was that the areas in most need of development were the Eastern Tribes Tajik and the Azeri and Kurdistani communities in the West. These would impact the Shah's plans for the next year.

Report of New Zealand (Internal): 1937

New Zealand has passed the popular but well needed Social Security Act of 1937, bringing a "safety net" for the less fortunate living in our nation. Now welfare benefits are given to the hard workers who were laid off or having a difficult moment in life requiring time away from work. Also healthcare is available in regions and to peoples who before never had a chance due to their wealth, now all citizens have peace of mind in both terms of treatment and medical expenses.

Development of the Soviet Civil War

The vile regime of Joseph Stalin and the Bolshevik menace have been pushed back by the forces of freedom and justice! As the United Movement have given a major blow to the Red Army on all fronts.

The situation involving the Kurdish uprising is something we feel is unfortunate, as the Kurdish peoples are being fooled by Stalin, who is a despot hell-bent on power, at the expense of others around him. See the example of Ukraine! We hope both the Turkish and Iranian governments can turn the opinion of the Kurdish fighters, and they see they are being used as pawns by the Soviet Government.

Reports coming from Major-General Freyberg are promising of the fronts established, and New Zealand will continue to support the nations and people in need of help from Soviet forces.

Frenchmen, during the past year of 1937 our glorious nation continued its endless strides towards a new era of prosperity and golden liberty. Already does our economy feel reinvigorated by the demands created by La Royale, as an infinite stream of patriotism flows through the heart of our factory workers, who continue to take part in the defence of France. Those ships which were comissioned during the past year, when finished, will be manned by the most patriotic of the sailors, to be put to work for the defence of the French citizen and this great, beautiful nation!

Revived through the sweat and toil of the French, the Marine Nationale will continue to defend our shores, never again to allow any family to live through the same fears as those of the Great war. Fellow Frenchmen, this is cause enough for joy and celebration, yet the Republic will not falter nor allow itself to be run by inertia, France must assure its place as the most powerful nation in Europe, to forever defend the peace in our soil and the fair liberty which now governs over her allies, thus our armed forces, in soil, sea and air, will continue to experience modernity and expansion, marching along with the many other pillars of French society.

Frenchmen, it is my hope that, during this era, we will see many future generations of sons and daughters of France enjoying the peace that us, the victors of the Great war, built, and we will let none take that joy out of our range.

The Flag of the Benelux Customs and Ecomic Union

The Kingdom of the Netherlands hereby proposes to create the Benelux
Customs and
Economic Union, to regulate tariffs and to promote the movement of workers, capital, services and goods in Belgium, Luxembourg and the Netherlands. This Treaty will be modelled after the Belgian-Luxembourgian Economic Union and it will define a set exchange rates between the Belgian Franc and the Dutch Guilder and it will abolish tariffs between the three nations. This treaty will also create various commission to promote economic ties and to manage the Benelux Customs and Economic Union and will be lead by repressentatives from the three countries. The Treaty will release Dutch capital to help the three economies and the strengthen economic ties, in the hope that this will stimulate the econmies. The Kingdom of the Netherlands hopes that the Belgian and the Luxembourgian Government see that this treaty may help the economies of our countries after the Great Depression.

((Some may find it wierd that the Benelux might be created in 1938, but the Belgian, Luxembourgian and Dutch Governments tried to create an Economic Union in 1869, but failed when a more conservative Belgium Government was elected in 1870, in 1907 they tried again with a commission lead by 58 MPs from the Dutch and Belgian Governments, but they failed. Due to the First World War, all planning ceased. Various times the Low Countries tried to create customs and economic unions, like with the Treaty of Oslo and the Treaty of Ouchy, so it isn't that wierd that the Dutch Government would try again, after the Great Depression, when the economies of the Low Countries need free trade to be stimulated again))

The Red Scare; 1937


To many, "Big Jim" Larkin acted like a man of the people with a dream of securing a truly unique republic where all men may be equal regardless of religion or wealth. However as he got to begin his plan to collectivise five farms in parts of Ireland and show the worth of his ideals, he showed his true form. Using his clout within the nation's capital, he managed to force his men into all the places of command in regards to the project. His word now law in the dealings, he ruthlessly began to enact Stalinesque policies, nationalising the soil under the pretense of it being sold to the government and politically destroying all that got in his way. Even though production in these areas collapsed, Larkin refused to release the information under the guise of his power and correctness in parliament and Ireland. To the irony of many historians, it was here that Larkin came to become much like Stalin, a man he had publicly condemned in the past for similar policies. However the death of Timothy Hansborough, a farmer from Saint Denis who was shot on his land by government agents after being given 2 pounds for his 2 acres led to the entire issue exploding onto the front page of every journal and paper in Ireland.

Faced with public outcry, Larkin made his place in history by declaring in the Dail that the government should nationalise all farms in Ireland in order to further the collectivisation and that it needed to happen immediately. It is well known to history that this speech, made while many of the moderate Labourites were out to lunch, was met with outcry and accusations of treason by the rest of the Dail. When news spread of this desire, the Sinn Fein and the Todhchaí na hÉireann formed a coalition (which was a symbol of how dire the times were) backed by moderate Labourites in the desire to overthrow the Larkinist regime and re-establish government control and stability to the nation. This coalition created the paramilitary Irish Republican Army (not related to the standing Irish armed forces, also named the Irish Republican Army) in order to defend the nation from what was aptly described by Michael Collins in a speech to the Dail in June of 1937 as a "Bolshevik encroachment on our sovereign Irish ideals".

Knowing that time was short and that a move had to be made, Jim declared the formation of a new government (with him as Cathaoirleach [Tr: Chairman) entirely comprised of Larkinites and members of the Urgharda [Tr: Vanguard] who came out of the woodwork in order to support this new government. Although not explictedly Communist (much to the dismay of the Urgharda) it's course was obvious to all. The first order by Cathaoirleach Larkin was the formation of the Irish Red Guard, to protect Ireland from "Imperialist and Reactionary aggressors against the will of the people in advancing Ireland to a People's Utopia"1. With battle lines drawn up, the public and private support of the coalition was obvious as the Larkinite's control of Ireland shrank until by December of 1937 they controlled solely the city of Dublin and it's docks.

With victory seemingly assured to many, the coalition announced that a unity government would be formed until until stability was assured across the nation, after which new elections (without the Larkinites) would be called. Thomas Johnson was retained as the Taoiseach, but that was a mere formality, as most power was given to the Sinn Fein and Todhchaí na hÉireann. Many of the Sinn Fein received the positions they lost a little over a year ago, with only Ernest Blythe being moved from the Minister for Industries to the Minister for Local Government to make way for Todhchaí na hÉireann economist Sean Lemass to become Minister of Industries. As well both the Ministries of Home and Foreign Affairs were given to members of Todhchaí na hÉireann in the form of de Valera and Cosgrave respectfully. The only Labour retention was Helena Moloney as the Minister of Labour, a known moderate and a friend of governmental leader Michael Collins.

With regards to Russia

Gentlemen,
My nation is well known for being the birthplace of the Revolution which shares its name. Since then, France has always stood as a bastion of freedom and acceptance of all in strict accordance with our motto which, again, was also that of the Revolution. The French Republic is the defender of the Frenchmen and of the weak and oppressed, we can not agree with villainy when it is before our eyes, and will act with a heavy hand to punish those responsible for unfair treatement of the weak. Our nation is kind, yet harsh before evil.

During the past years France has treated the Soviet Union as a friend, a nation which had been ravaged by the Germans much alike our own has been in the past and which stood against many of our common enemies. In relations between two friends, it is to expect that neither shall distrust his counterpart, thus France, as a fair friend, chose to believe the Soviet Union, in spite of ideological differences, so that we may focus on other matters at hand.

However, this nation cried in fear and outrage when our trust was betrayed. The reports of the famine in Ukraine, so diligently hidden from the eyes of foreign dignitaries, supposedly resulted in the death of not too few innocent Ukrainians, and rather than reveal this disgrace to the world and allow for humanitarian aid to reach Ukraine, the Soviets stood by their proud and arrogant nature, posing their system as superior and flawless. A lie like no other. The Russians have been friends of France for a long time, it is for that reason that we may not stand as a tyrant governs over a beautiful nation and forces his own kin to suffer unprecedented disasters.

Thus, it is understandable that France will join the intervention against the Soviet menace, to defend the weak from the strong, the oppressed from the communist tyranny. I hoped that my eyes deceived me, yet I shall not stand idly, France no longer recognizes the Soviet government as the lawful authority in Russia, and will take action to end its rule over the lands of Russia by supporting our allies and the White movement which continues to expand.

The year before us has been an eventful one. It had become increasingly undeniable that the aggressive tendencies of the Bolshevik beast have become the root cause of suffering across the world. It has been no secret that the Soviet Union sought to eagerly industrialise at record paces, but it should be known that this has been achieved in blood – families, once promised a better life, have been abandoned and left to starve in the name of ‘progress’. However, the terrible misdeeds of the Soviet Union do not merely stop at their own borders. Time and time again, they have broken international law as they set their way upon destabilising nations from all four corners of the earth. It began only last decade, at which time communist militias were supported far from Russia itself. But with an increase in power came with an increase of global provocations. It began with the seizure of Moldova during Romanian civil war; it would manifest itself in the attempted annexation of the Chinese hinterland during their own crisis; and would arise only last year with the bombing of the Turkish Straits.

With the noble land of Asia, and indeed the world, having been repeatedly violated by communism, the Empire of Japan could not stand back. That is why we have given our whole-hearted support to our fellow Asians in the Republic of China, the Republic of Turkey and the Imperial State of Iran, alongside each and every other member involved in the war against the Soviet Union. The Empire overflows with the spirit of devotion towards those which we hold so dearly, with which we are faithfully serving our brethren. It is a paramount duty of ours to resolutely react against and mete out punishment to the Stalin Clique for infringing upon the sacred sovereignty of Asia. In doing so ,we shall solidify in every respect the bond and solidarity with the world’s progressive peoples against the monstrous crimes of Bolshevism, developing good and friendly relations with every country committed towards the goal of ending this terror.

We have made immense strides forwards in our efforts to build a prosperous state and improve the people's living standards, displaying an indomitable will and waging an unyielding struggle. A vital land reform has taken place. During the Meiji Era, the landlords and the farmers in the rural areas of the Empire enjoyed an amicable relation with one another; similar to that of an elder brother caring for the younger. However, this model of thinking would find itself outdated in the aftermath of the Great War, and what was once a mutually beneficial relationship for both sides had became poisoned. Tensions had become common, arguments had become heated, and indeed even riots would break out from time to time. It was clear something had to be done. The Land Law has achieved just this, liberating the peasantry and fanning the flames of a true agricultural revolution. Now, they are free to reap a better, more bountiful harvest at their own discretion, contributing towards the development of a thriving country.

Over in Chōsen, there have been grand innovations in coal-mining and metallurgical industries which has allowed for us to revitalise the economy of the Empire. A vigorous general offensive to boost production had been launched earlier in the year, and it has achieved much: production upsurges have been made in every region thanks to the newfound coal mining complexes, which now dot the north of the peninsula where easily mined deposits can be found in abundance. These new mines shall pave the way for greater industrial development in all corners of the Empire, whether it may be in Keijō and Heijō, or in Tōkyō and Kyōto. I am pleased that it is the people of Chōsen themselves who staff the new mines, granting a safe means of both employment and growth to the peninsula. It is imperative that such progress is to the benefit of all subjects of the Emperor. Working together, the living standards of all can be improved by our solidification and efficient use of these newly-built industrial foundations.

Having channelled great efforts in our our economy, it is has performed tremendously well over the last year, witnessing a growth of 4.84%. Such a feat has cemented Japan's status as the second-fastest growing major economy, and with such growth has came an increase in wages and living standards - a boon to all the people of Japan. Officials at various levels have spared no efforts in serving our nation, but it goes without saying that these feats would not have been possible without the enthusiastic support of the people. I would like to thank the subjects of the Emperor for their devoted service. Let us all persevere and achieve a greater sense of well-being throughout the Empire.

The Canadian Government stands by the Moves of its fellow nations in the empire, and imperatively that of the United Kingdom in their stance towards the foul act that the communists have enacted within the borders of the Soviet Union, especially in regard to the treatment of Ukrainians. We will not stand by idly as other nations throw themselves into the fires of war with the soviet union. lest of all nations belonging to the glorious empire which we find ourselves being a part of .

As such myself and the Cabinet have decided to pledge our support to the struggle of the forces arrayed against the soviet union by seeking to pass a bill in parliament that will allow us to fund the White Russian Movement so that it may grow and retake its place as the rightful government of Russia. It is vital the public support this bill for if we do not stop the communists in Russia the next communists might be in your Parliament.

The Soviet Union, a pariah state among pariah states, not content with the atrocities and abuses committed against its own people, has violated the sovereignty and neutrality of the Turkish Republic in order to strike at and kill sailors in His Majesty's Royal Navy. In so doing, they have killed both British subjects and Turkish citizens, shattered international law, and forever put themselves beyond the boundaries of civilized behavior. Though the people of Russia and the Soviet Union's shackled 'republics' are hardworking, well-meaning, diligent people, Joseph Stalin and his mad dogs must be put down for the good of world peace and to avenge the tragic and unprovoked losses Britain has suffered at sea.

Such a heinous sneak attack can only have one response. Henceforth, the United Kingdom of Great Britain and Northern Ireland is at war with the Union of Soviet Socialist Republics. We further call upon the Dominions of the British Empire to come to our aid, as they have before, so that we can stand together proudly against this Red aggression. This is not a course that we desired; our only goal was to enforce the terms of the resolution made by the League of Nations and allow this Russian civil war to come to its natural conclusion. However, Stalin and his cronies have proven their singular disregard for civilized conduct, and we must make a firm stand against them, so that the forces they have unleashed through their tyranny and despotism will come back to destroy them utterly.

Men of Britain, do not stand idle, for your country needs you! Men of the Dominions, rise up and support your brethren! The ghosts of the men who died in the Straits call out for you to avenge them! We must not forget the wound that Stalin and his cadre have dealt us; we must instead strike back and deal it a hundredfold to those who have wronged us! Only once the Soviet threat to the peoples and nations of the world has been retired to the annals of history can we rest comfortably! Report to your nearest recruiting station and show Mad Dog Stalin and his lackeys that Britain cannot be challenged without substantial reply!

Question: "Would the Prime Minister care to comment on the government's intended strategy for prosecuting the war against the Soviets?"

Stanley Baldwin: "While strategic decisions are a matter of national security and thus not appropriate for public comment, I can discuss those measures being taken in the House of Commons to ensure that the war is being properly prosecuted.

Firstly, legislation has been introduced to expand the role of British overseas operations to include aerial support provided to anti-Soviet forces. The Royal Air Force has recently been expanded and is more than capable of assisting White Russian forces against the Soviet army.

Secondly, we are expanding our recruitment efforts to encompass not just Russian exiles but also British subjects who wish to avenge the men of the Straits and take the fight overseas to Stalin and his lackeys. I encourage any young man who wishes to avoid the prospect of Soviet troops across the Channel in France, for I truly believe that to be the scope of their ambition, to enlist in the volunteers at once.

Additionally, we have asked that the Imperial Dominions provide their support to the White forces; we have already seen evidence of this with the Canadian and New Zealander declarations, and we fully anticipate further support from the nations of the Empire.

Finally, and I am certain that this will generate controversy in this chamber, I have introduced a bill to reduce the Italian embargo to cover only arms intended for Italy and all goods intended for Italian East Africa. While Ethiopian freedom is of substantial importance, there is no reason to make the people of Italy suffer for the misdeeds of its leadership when a more targeted embargo can produce the same effect and leave the Italians free to contemplate a more substantial role in Russia.

We will also continue our support for White forces in Russia; they are the vanguard of freedom and the hope of their entire nation, and we must not falter in aiding their liberation of Russia and the Russian people."

"Gentlemen! The fabrics of democracy have been threatened by the Bolshevik forces residing within the former Russian Empire under Joseph Stalin. Many peoples and nations have already made the call to arms to combat the impending destruction either directly or indirectly due to the brutal policy of the Soviets.

With the British Parliament accepting the declaration of war upon the communist regime, I ask you, men of honor to New Zealand, to Democracy and to the King to follow once again the United Kingdom to liberate and bring a new era to the people under Soviet oppression!

I officially ask Parliament to accept a declaration of war upon the Union of Soviet Socialist Republics, and the immediate partial mobilization of the Royal New Zealand Army to prepare for operations overseas."
 
With 218 votes in favour, and 27 against, the Canadian House of Commons agrees to the usage of the armed forces of Canada for the defence of the Empire.

People of Russia, the oppressive Bolshevik government has violated the vision that we had for Russia. We saw a people who were to be equal and with the right to speak freely and express their opinions. But instead we see censorship, mass famine, secret police and the suppression of all individualism. Our visions for a better Russia were crushed and replaced with tyranny that makes the Tsarist rule during its most horrible periods appear benevolent and respectful. We believed in the workers' right to an eight-hour work day, something that would grant the ordinary man a more humane life to spend with his family. The Bolsheviks force you to work in collectives until your quota has been reached. We believe in the unwavering rights of all minorities in Russia, and wish to grant full citizenship to all minorities, be they Jewish, Volga German, Kazakh or Ukrainian. The Bolsheviks attempted to starve Ukrainians, our brothers in this struggle, and will not shy away to do the same to others.

Full freedom of expression, freedom of thought and the right to vote in free and democratic elections is something that we must fight for in Russia. Now is our chance, as the Soviet Union stands weaker than ever. At our side we have many tainted personalities, such as those reactionaries who wish to return to the days of an autocratic absolute monarchy, or even worse, but we must tolerate their presence in this struggle if we want to win. Once we are victorious, the people will be on our side and we can create the democracy that we have strived for. With a clean slate of the Russian form of government, our path will be clear and our progress will be straight ahead. A government of popular confidence, once that commands the respect of the people, will be the way forward for Russia.

But for this to succeed, we must also employ the methods of war. We must fight against the Bolsheviks on the battlefield and join the rest of the White movement in retaking our homeland. The Union of Soviet Socialist Republics has proven itself a force of chaos since its inception, perpetrating an ideology that is founded upon vile principles, supportive of anarchism and class warfare. It promised a new way, just as Fascism did, but the paths quickly diverged. While the Fascist movement was met with thunderous applause on our March on Rome, the Soviets were met with sullen eyes and a rebellious populace. While the Italian King welcomed the Fascist movement with open arms, the Russian Tsar was executed as if he was a traitor. While the Man in Moscow SPOKE of glory, the Man in Rome SEIZED glory! While the Soviets say that this is the time for Communism, I say NO, it is the time for ITALIA!

While the Soviet Union has proven an acquaintance from pragmatism, it a source of revenue and trade, it was inevitable that their ideology would bring about their destruction, only hastened by in-fighting and insanity within its inner circles. The Soviet attack on our close partners in Turkey only illustrate the reason we must quicken the Soviet beast's demise, for they would have the world burn if only to make it Red and promote anarchy from which Communism arises. In both the interests of ourselves, our allies, and the common good, the Italian Empire must declare war upon the Union of Soviet Socialist Republics, and assist the return of a proper order in the Russian lands and a proper state for its people.

Regarding the joint embargo of Italian goods from various states, the Italian Empire must strictly protest such actions. Though certain critics of the Italian state wish inflict wounds upon the Italian people and constrict them from the luxuries and glories enjoyed by others, the Italian Empire stands beside its people and defends its actions against Ethiopia. Menelik II, representing the Ethiopian lands, willing accepted the status of Italian protectorate in the Treaty of Wuchale. However, Menelik proved to be untrue to his legal bindings, and instead brought aggression against Italy, this tragedy not correct until our restoration of rightful reign this year prior. Not only have we legal justification, but moral, as the Italian Empire has made great strides to improve lives of the Ethiopian people, bringing modernity with improvements to infrastructure, with plans to improve the general health. Furthermore, the Italian Empire has reversed a great evil, abolishing the tyranny of slavery, ensuring all Ethiopians are equal, not just those belonging to the same culture as the prior emperors. With Italian guidance, East Africa shall advance into the modern era rather than be restrained.

This Morning the house of Commons sat in deliberation for 4 hours upon the question of whether the actions of the USSR's attack on the British Fleet as well as Turkish forces and Soil, and the following declaration of war by the British as well as its call to arms of the Dominions including our own country of Canada. Here at the Globe and Mail, we have been told by sources who wish to remain undisclosed, that the debate raged fiercely for the entirety of the House's sitting, however what we can tell you is that by the closing of the sitting, the results of the vote had amounted to 218 in favour, with 27 MP's voting against the use of armed war.

We hope that this war can be ended quickly, and while we here at the mail have no doubts that the empire will succeed, we would say to all citizens whether they have men going to fight or not. to contribute towards the Globe and Mail's charity drive to support our boys going overseas.
