1816 UPDATE
WITH THANKS TO FRY AND MATHRIM FOR HELP
"The feeling of happiness and love of king felt throughout Portugal-Brazil gave way to several hundred men volunteering their own money to join the army and equip themselves providing the nation with a few hundred soldiers free of charge."
[150 regular, 250 irregular soldiers in 2 turns.]
"The year of 1816 brought with it not only the usual mix of immigrant to the United States but also a small surge of people from Europe. The boost was felt to be from the many opportunities afforded in the ever expanding United States of America.
[75 base economy boost.]
"Worn out from too much fighting and traveling all over the Empire, several hundred Ottoman irregular soldiers simply gave up and headed for home. Some officers discussed trying to track them down and punish the men but they lacked the heart to do so and simply let them go."
[-350 irregulars]
"The Netherlands was struck with a strange misfortune or simply an act of piracy. One of their warships in Asia was scheduled to arrive back in the homeland late in the summer, although not on any particular mission, and failed to arrive. After weeks of waiting and dispatching another ship to ask of the British if any news was heard of it they finally gave up and considered it a lost cause."
[-1 small ship]
"The Italian army was forced to make an unhappy decision over a couple hundred of their men. With peacetime settling in, some soldiers were simply not putting in the effort they needed to in order to maintain their skills and physical conditioning. After discussing the matter their their superior officers, word came down from above to simply send home those that were not fit to serve to avoid their lazy behavior and apathy spreading to other men."
[-250 regular soldiers.]
Treaty of Helsinki
"Russia, Prussia and the recently retitled Nordic Confederation came together to make agreement on a new pact that would guarantee peace between their nations and secure the Baltic sea from any and all problems save for control of the weather. The agreement was easily passed by all three governments eager to limit the possibilities of war and eager to keep control over possible internal threats in the region as well. Although some minor benefits were had from the easier trade possible in the Baltic the true value was in staving off any threat of war in the region for at least 5 years."

*****UNITED KINGDOM*****
"The United Kingdom signed a treaty reaffirming their friendship and alliance with Portugal-Brazil. Though there had been some hopes, the lower tariffs simply had no positive impact on trade. The British Empire might see a small boost down the line but most observers expect the only benefit to the British to be affirming their relationship with Portugal-Brazil."

"After the embarrassment in Asia and with rising naval threats in Europe, the Royal Navy needed a big infusion of funds immediately in order to guarantee naval supremacy for the next decade. Although the costs to push an already dominant position even further ahead were very steep, the government willingly paid them to be certain no likely combination of naval foes could defeat the Home Fleet. Vast new ship construction and improvement of designs and sailor skill was undertaken and within only a handful of year the Royal navy would see its capabilities no longer in doubt by foreign nations." "A strong navy can only be maintained by a superior economy, as such the British Empire made heavy investment into new road construction and provided funding to the existing young industrial base. Although the costs proved fairly steep, the only way to keep the rival French from closing the gap on their navy was to build upon their current economic lead. The road construction and port expansion efforts were passed easily by the government but the funding for new centralized industrial production met some opposition and the implementation was delayed as well."

"After seeing its recent success and its new ties with the dreaded French Empire, the British Empire decided that the time was ripe to bring an end to the Maratha Confederation. The Indian people would be united under one banner, or at least that was the plan for the year. The British Empire was unable to assemble any troops from the home isles to reinforce the troops already in place causing a small setback in the timing to prove to local forces that no veterans of Europe were coming. Troops did assemble and one powerful corps was dispatched to strike deep into enemy territory but despite a general superiority the terrain, weather, poor timing and enemy tactics stalled the advanced after only a few miles of progress. The combined factors and an army a bit too eager to stop for the day to eat and drink simply slowed the advance to a crawl after one promising battle. Casualties and fighting were minimal allowing a chance to resume the offensive the next year but the enemy was now fully alerted."
[-125 regulars, -1750 irregulars lost for the UK, 8750 Maratha irregulars lost, bad weather, enemy stalling tactics and logistic issues stall the British badly at the borders.]
*****FRANCE*****
"Embolden by their successful strike at the Spanish and lacking any response of any sort from Europe, the pirates undertook a raid against the French Empire, hoping to catch some ships completely unprepared and perhaps ransom some important private citizens or capture a valuable cargo. The pirates were unable to muster as much support as last year for a bold strike and were driven off by the French fleet but still managed to capture, damage or sink a handful of ships including 1 small warship."
[-175 gold, -1 small ship]
"Refusing to allow last years failure to derail the plan, the French government made it their primary focus for the year to get their road project completed. After having so many problems the year before and with intense pressure from the Imperial Government, the workers understood what was at stake. The work not only began to progress on schedule, it actually proceeded fast enough to cut down the costs below budget and still expected to finish on time. There are rumors floating around Europe that the new roadway is not actually intended primarily to assist with economic growth. Some attempts had also been made at making a railroad line for the Emperor to play around with but the technicians hired failed so badly that they were exiled to the french colonies."
[-10250 gold, +5% spread in 2 turns, +10% spread in 4 turns]
"Not content with just the mightiest army in Europe, the French Empire pours more funding into the navy to try and avoid a large quality gap with the British Navy. Although the road construction did take up a lot of wealth and the army was taking great levels of funding to maintain, the money was found to push through the naval development. The costs were high but the progress was swift and the French Navy pushed its development program and was able to at least maintain parity in ship quality even if it might never match the Royal Navies Captains and Admirals."
[-16250 gold, +1 naval in 2 turns]
"To insure a strong growth moving forward, the French Empire created a program to improve upon current farming techniques. The program was provided ample funding and was blessed by good initial weather as well as support by willing farmers. With no opposition and good fortune on their side the program not only provided a strong increase in the overall supply of food for France it also lead to many farmers to decide they needed a bit more labor around the farms to take advantage of the new advances."

"Russia took its part in the signing of the Treaty of Belgrade to secure freedom for many of their brothers in the Balkans. They also made a deep military and financial commitment as part of the treaty and produced a lot of weapons for the two new nations. The production also ended up strangely with extra guns and artillery being manufactured that though small in number would be enough to marginally increase the Russians army own supply of weapons without any additional cost."
[-5750 gold, -2500 base for lands handed over, +1% equipment in 2 turns.]
"The Empire of Russia made it their intended goal for the year to improve their officer corp and make it more modern, efficient and reformed to reward recent accomplishment more than family or political connection. With the available of much of the budget for the program there was no doubt that the recent experiences in the Napoleonic wars, as well as the coming attacks to assist their Nordic allies, would be learned from. Although it would take some time to adjust the positioning of the officers and to get new training finished for the expected promotion and thus the growth of power and respect for the Russian army."
[-13250 gold, +1 army level in 3 turns]
"The Russian government had put most of its energy and effort into various treaties and deployment of soldiers abroad but found some time to boost the economy at home. The lands of Finland and Karelia saw a major influx of funds for road construction and increase in their raw material production for the empire. Although it would take time to build the new roads and the vast distances in Russia meant even with a fairly energetic workforce involved only so much could be accomplished in the northwest of the Russian Empire."

*****AUSTRIA*****
"With their Italian frontier made nigh-unassailable for now given the recent construction, the Austrian army and engineers went to the east with a fanatic passion. Pouring in extreme loads of treasure and wealth the Austrian Empire was able to get a plan in place and underway to heavily fortify a vast area of the Carpathian mountains and in general their eastern by northeastern border. Although the project was being sped by all possibly means the cost was tremendous. It was expected now that the Austrian army could tie down invaders from much of their border with only a small fraction of their army for at least a year with traps, mini forts and major crossing fortified. Not content however to leave their armies just sitting behind forts and rough terrain, the Austrian army also saw a period of intense drilling and maneuvers. Although the expense was also fairly severe, the reward was swift as it was felt that the army would benefit from these activities within a couple of years."

"The Austrian government put some effort into furthering the decentralization of power to avoid overburdening Vienna, and perhaps head off the fate that seems to be plaguing the Ottomans currently. Although a lot of money was required to guarantee support from the right people, the plan was pushed through without major opposition. Although expectations for any immediate benefits to the nation are simply not there and it will be a few years before any real practical benefit is felt."
[-5000 gold, +1 stability in 4 turns.]
"With so much construction taking place on the edge of the empire, the Austrian government utilized some resources to undertake construction projects inside the empire. To guarantee the spread out people the ability to quickly move themselves and their products around to market and other towns, the government invested a sizable sum into a gradual build up of the quality of their road network. Roads would be widened and new bridges built at busy crossings or existing expanded as possible. The project would take years to fully complete but there was simply no funds to be had to speed up the project."

"With a great need to rebuild their Empire, the Spanish first turned to their own wooden walls. Although the quality and size had dipped heavily since the glory days, the Spanish navy was not without its admirers. The construction would take a good deal of time in order to keep the costs down for the indebted Spanish government but they did get their new construction approved."

"Needing to build up their western base of power, the Spanish government sent a sizable portion of their income for the year into building up the economy of Cuba. Although there was some issues in the transfer west of gold, the investment was expected to pay off soon if at a large cost given the scarce resources available."
[-4900 gold, +425 base in 1 turn]
"The Spanish king tried to rally the support and unity of his realm but the people were not in the mood for more talk of promised success after the loss of so very much of their land overseas and in Europe. The ongoing fighting in Asia proved a sore spot for many but some people were happy to again see growth anyplace in the empire, even if only in Cuba for the year and even if accompanied with the loss of still more land via the sale of Florida."

"The Spanish decided that the British Royal Navy could not do their work for them and send their own expedition for the year of 1816 to try and harass or weaken the so called Philippines Empire. Although the great distance involved from their main fleet docks somewhat diminished the fighting abilities their fleet did bring itself a small return of fame. The Philippine fleet was heavily damaged and scattered though at a fair cost to the Spanish attackers. Trade of any sort from Europe or the Americas was able to be cut off but the size of the water involved and the weakness of the Spanish fleet could not cut the scattered islands from themselves nor the rest of Asia for any ship making a fast run attempt."

*****PRUSSIA*****
"With a strong army and economy in place and a need for new markets and sources of materials, the Prussians went about laying the groundwork for a massive naval expansion. First of course their made it a priority focus to build up the commercial fleet, shipyards as well as prepare for a plan to increase their own naval production quality. Such measures take time and future investment but the year saw no opposition in the government nor failure at the ground level."

"Despite the failure of the prior year, the Prussian government set about again to work on their canal system. To drive the point home to the engineers and technicians, the threat of work in Prussia or their rental to the Russians proved a strong motivator. Work again took place and progress was made at a steady pace. It would take quite some time before such a system could be finished and the costs were indeed great but the rewards expected by the King would hopefully keep his possibly anger in check."

"Eying the might of the French Army and longing for the days when their army was respected as greatly, the Prussian government agreed to increased funding for the army to try and make good on learning from the recent wars as well as from their recent reforms. *****OTTOMAN EMPIRE*****
"The Ottoman empire did its part to end the fighting in part of the Balkans and dutifully signed the treaty of Belgrade. "The Sultan set out to build up his economy and ordered a lot of investment to increase mining production in the Empire. "After losing a large portion of its European lands to revolt, the government in Constantinople made a strong effort to try and smooth over some of the barriers and government structural problems that caused some of the reasons for the revolts. The efforts however mostly failed as although some improvement took place in taxation it would take a long time before the benefits were felt but the real damage and disruption was felt right away. The population accepted that change would be needed to rebuild the power of the nation but the latest attempt had mostly failed."

"The Ottoman government decided that it was time to try and enlighten its people and to give them a new focus. Some money was spent to try and bring about a national revival of the arts and poetry. *****RHINE CONFEDERACY*****
"Seeing the power of the heavily centralized and authoritarian nations around them, the Rhine Confederacy had no choice but to try and push for more power in the hands of those that can best help the nation. With the army coming together in a more united push and with potential threats all over Europe, the desire and willingness was finally present to allocate power power to the hands of the Prince-Primate. Some barriers had to be sliced through using the tool of gold but the agreement did as well yield a small adjustment in taxes that proved a bit more efficient as well."

"With their eye on the future and on further uniting the young nation, the Rhine Confederacy spent vast sums of money to convert their scattered irregular forces into the regular army made up of only a few elements of the Confederacy. With all towns and peoples serving in the regular army the people begin to feel some pride in their united army. Once their new training is completed and any equipment issues handled it is expected that this program will leave the Rhine with a far stronger army. However an attempt to reform the general structure of how the troops are allocated to make the entire army more efficient and easier to control in battle failed. Too much money and effort was being spent to convert irregular soldiers into the regular army to accord any further adjustments."

*****KINGDOM OF ITALY*****
"After laying the proper groundwork for a constitution, the Kingdom of Italy went ahead with the follow up and was able to pass its new constitution. The strong hand of the King would be needed to guide the nation forward and in general the upper class went along with this and a few nice gifts smoothed over for those that may have disagreed. The process would see a small uptick in the economy expected, however the follow up tour to build support and explain the many good points of the constitution to the populace as a whole was a total failure. The was a lot of bitter feelings from the lower class that the King was touring in such luxury while the people suffered and even started to disrupt the tour and made peaceful efforts to slow its progress. As a result the government was forced to cancel any follow up plans for the next year to try and repair the damage sustained."

Some work went into the appeal of the city as well and some people from all across Europe came to Milan to take part in the project and to settle in the city. *****UNITED STATES*****
President Madison, after running the successful War of 1812, announced he shall be stepping down, and taking himself out of the running for the 1816 Election. Secretary of State James Monroe instead took up head of the Democratic-Republican Party. He was pitted against New York Senator Rufus King, who was a vocal and public opponent of Slavery and its expansion. The debate over Slavery was becoming fierce, and with the admission of Ontario to the Union, and Missouri as as slave state, these two proposed a large problem for the Democratic-Republican James Monroe, who refused to take a position on slavery. This cost him valuable support in the North. Rufus King gained the support of the entire North, as well as picking up the states of Delaware and Maryland, giving him 170 Electoral Votes to Monroe's 57.

"The Prussians and Russian assembled the necessary forces to assist their Nordic allies in stomping out the Danish rebellion. There was a brief few hours of heavy fighting at the border between Prussia and the Danish revolt but the overwhelming superiority of the attacking forces and its quality broke right through the defenders lines. The attack carried through for several days nearly unopposed until it became obvious the main Danish force had assembled to defend their Capital against the Nordic attack and the remainder of the revolt realizing they stood no chance of winning the battles against the Russo-Prussian force simply melted away back home."

"The Nordic Confederation decided that the best course of action to handle the revolt was a massive show of force combined with assault by their friends in Prussia and Russia. Their allies would assault the European mainland rebellion and they strike at the head of the revolt. An impressive naval bombardment did a lot of damage with no danish navy to interfere with the assault although some minor damage was suffered by shore batteries, the surprise worked. The land invasion however turned into one of the ugliest and worst bloodbaths in many years. The advance on Copenhagen was without much opposition as the Danish rebels decided to dig into the city due to lack of enough regular soldiers to resist against the Nordic field army. The fighting started after numerous pleas for the surrounded Danes to surrender failed. Rather than wait out a lengthy siege the Nordic army command felt that a quick assault could finish the revolt and break their spirit. The orders for the attack were intercepted and the Danish defenders were able to isolate and butcher a large segment of the weaker Nordic irregular force.
Doing so cost the Danes deeply as a Norwegian commander misunderstanding his order lead to a totally unexpected attack that broke the back of the main Danish line of defense but once the Swedish soldier had heard what happened to their brothers in arms earlier in the day the defenders were shown no quarter and mercy was not allowed by any of the officers in the field leading the assault. The entire Danish force attempting to defend their city was massacred and no prisoners were taken. The attack left no one in doubt of the outcome of the rebellion but the chance for a strong unity in the Confederation was over."

"With a strong showing in their efforts to push industrialization the Kingdom of Naples puts their new focus in trying to improve the quality of their roads, docks and bridges. Although some started to talk of trying that new idea working its way along development in the British Empire of a steam powered land vehicle, the engineers and technicians kept their focus. Through a stronger population only could they move ahead without striking at a neighbor. The additional gains in population however did have to come from somewhere and did end up being paid for with government funds. While a fair number of people did choose to move to Poland the continued push to attract immigrants and the general problems of the programs and tension it was starting to cause with Prussia for the Polish still living in Prussia wiped out any chance to renew the program for many years to come."

*****MEXICO*****
The Empire of Mexico has experienced many recent borders changes but the situation seems to have stabilized. A nation-wide campaign to rebuild, unify and extend the infrastructure is launched and is mildly successful; the first results will appear in a few years only. On top of that, due to the sheer size of the country and to the small amount of money dedicated o the project, the effect will stay marginal. A plan to set up a mounted police corps is drafted but has to be scrapped, because there are no funds left for its creation.
[-4250 gold, +1 infra level in 4 turns, no money for infra spread.]
The military of the Empire of Mexico is now formally separated in four branches: land army, militia, foreign legion and navy. Many observers and generals criticize the Imperial plan, because an independent foreign legion is seen as a threat to the stability of the country and because they believe that they should keep control over the militiamen. Nonetheless, a Military Academy is created in Veracruz, to train new officers and new foreign veterans of the Napoleonic wars are hired as teachers. The Mexican officers are now able to command a modern army. But once again, the lack of funds makes that they have no modern army to command. New funds used to purchase or produce equipment could change this rapidly.

The Philosophical Society, modeled on the French and British ones, receives governmental money and begins to recruit scientist from all over Latin America. But the effect stays limited, there’s only so much a small society can do in a country as big as Mexico.

Another attempt to gain the population’s hearts is launched, and is much more materialist this time. Free food is distributed to the people of Bogota and the other large cities, to easily win more popular support. The campaign works, but the effects aren’t as impressive as the tour of the President, because less people are involved and they are more suspicious at first. After all, these food distributions might very well be a way for Bolivar to get himself a crown, taming the people with bread.

Diplomatic talks begin between Central America and Gran Colombia, Bogota proposing an economic union. The Central American government has nothing against the idea but the negotiations bear no tangible results this year, because the Colombian proposal wasn’t detailed enough and because their partners need to consider it further with all the elements of the Central American federation before they make a decision.
[-250 gold, talks can advance as they are interested in theory but need more time to consider the matter.]
*****LA PLATA*****
The remnants of the army of La Plata get new training, uniforms and equipment coming from Europe. This will make it a more powerful force, but since the process is a long one, the results won’t be visible until a few years. In the meantime, the Platinean army will stay in bad shape.

In Buenos Aires, speeches in support for the current government are given and they emphasis on the need of centralization for the country. Unfortunately, the spokesman speaks with a distinct Spanish accent so many persons have a hard time understanding him, which reduces greatly the impact of his message. His accent soon becomes the laughing stock of his audience and of whole Buenos Aires. The city, a traditional opponent of centralization doesn’t really react in a way or the other and the point of the speeches are soon forgotten by the townspeople.
[-750 gold, speeches are greeted with a feeling of apathy.]
Other speeches are given in the same city about the Platinean destiny this time, and about the need to civilize and bring under control the pampas of Patagonia. Unfortunately, with the recent political turmoil, no real plan is launched and the initiative will have to start again another year.

*****Romania*****
"The government planned a tour of the new nation to show off its new king and get the people to see their leader and to build his popular support. Some wealthy merchants got wind of the tour and bankrolled it to show off their love of king and country and as their own personal celebration to be free of outside rule and part of a greater country. The tour having already shown it had a strong backing went off with no problems and to many celebrations in towns and cities across Romania. The kingdom even was able to take in some donations from some private citizens and the kings words left the people wanting more as the tour was winding down. At the same time an attempt was made to implement a simple and efficient code of law to streamline the nations economy ended up discarded and some money lost trying to push it through. For now the majority of laws that had been in place before in each part of the country were simply kept or slightly tweaked."

"The new Kingdom moved swiftly to secure the support of its somewhat divided peoples and knowing well that it wasn't just a rebellion centered around one small part of its lands that led to freedom. As the government and administration was being set up there was a great groundswell of unity and feeling of brotherhood as many seemingly big problems of peoples lives under the Ottoman Empires boot seemed to simply melt away before the Serbian Kingdoms rule. The population was completely ecstatic about their king and in time he might command fanatical support."

"A grand coronation ceremony was held in Belgrade and the capital city was flooded by many citizens showing up to take part in the festivities and celebrate their new freedom. The partying in the city was so great and the good will so overflowing that it seemed to lift up the nations economy. There was actually so much celebration taking place that the tour to take place after ended up canceled due to lack of time and funding."

"With their freedom established and secured, the Serbian Kingdom quickly moved to send home many of the volunteers and militia that had formed to fight for the nations freedom.
