I've changed the wording to hopefully clarify how it is you net points. Also, I hadn't thought about starting players at 10, but I suppose I wanted to convey a sense of 'debt', you see. As you say, the drawback of all this is that it does require certain amount of activity between players for them to be on the same level of competitiveness.
[SUCCESS]: The vast wilderness of Siberia now echoes with the gentle idling of chainsaws as both locals and citizens from other parts of the RRF take advantage of President Obukhov's subsidised lumber and agricultural production initiative. This move, however, does have environmental watchdogs concerned for the preservation Siberia's unspoilt ecosphere.
[FAILURE]: The European Chancellor's plan for the European Central Bank to be able to buy debt from member states has elicited criticism abroad. Financial analysts claim that this will only again encourage reckless spending among member states, and that the previous financial crisis should have been a harsh lesson to Europa's leaders in debt management. They further wrote that this initiative would be better applied in alleviating the debt of developing countries.
[SUCCESS]: In an ambitious bid for humanity to 'breathe with the earth', the Supreme Commander of the United North American States is aiming for 51% of the UNAS' power to be generated passively. Tidal generators and geothermal plants in Hawaii, reflective solar heating in the Sonoran desert and upgrades to hydro-electric infrastructure in the US and Canada serve the cause towards reaching this goal and, hopefully, surpassing it.
[SUCCESS]: The romance of the space age again captures the globe as the first manned mission to Mars is announced. Spurred on by the favourable economic atmosphere of late, as well as a promising presence of moisture lying shallow below the surface of the ancient river valleys of Mars, a crew of internationally assembled experts in their respective fields set sail for the Red Planet.

[FAILURE]: The Supreme Commander's plan to further enlarge the budget allocation towards space exploration and development was received with skepticism by the Senate. His proposition for a space station orbiting the moon to serve as a platform to better observe natural phenomena as well as to serve as staging for future manned missions or the mining of light gases from the lunar surface was deemed inviable, as any missions following its construction would be prohibitively expensive.
[Military] With the need to stop the crazy Latin Americans, an attack has been ordered. The Panama Canal is ordered to be seized, and the Venezeulan oil fields are to be bombed.

[FAILURE]: The UNAS has launched an unprecedented attack on the United States of Latin America, with the Supreme Commander citing that that "we need to stop the crazy Latin Americans". Cruise missiles armed with high-yield cluster bombs that were launched for Venezuelan oil fields were intercepted by Antonov-mounted lasers over Maracaibo bay. USLA warships serendipitously parading the Panama Canal are now armed and ready to negate any UNAS incursion. The UN secretary condemned the act of UNAS aggression, calling it "highly unusual".
