Is it possible to do anything as France? I've played the first few months of 1936 as them, but I don't have enough IC to supply my troops and keep up consumer goods.
This is basically WAD. Until FRA begins to mobilize you really can't build anything. IIRC Trade and Minister selections shouldget you through until that point.
It is not possible to lose as France. Going to war with Germany over the Rhineland is a cakewalk. It is even easier if you leave the Allies, and get Poland and Czechoslovakia to join your alliance, then take military control of them.
After that, you can take out Italy, the USSR, and Japan/China at your leisure. By 1941, you'll be ready to take on the Allies.
Well, actually I only got one choice when the Rhineland Reoccupation event fired - send a strongly worded protest. It fired in January, which is when the German AI decided to move an HQ into the Rhineland (I could tell because of the sprite), so is this why I could not petition the League of Nations instead?
You weren't Interventionist enough (on the one hand) and (on the other hand) you hadn't concluded the Franco-Soviet deal by the time the Germans re-occupied the Rhineland, hence all you could do was Protest.
