So in a game as the Turkish ruler of Persia (started with Qarakhanid lands, but conquered most of the Seljuk territory too) I found myself waiting in preparation for the Mongol horde. Yet when the Il-Khan invaded, he came with 40,000 troops... but I had a lot more, generated the moment he invaded. And not only was I able to fight him off, but my vassals continued to possess them maintenance-free and used them to rampage like Mongols across much of the known world.
I think the way troops spawn when the Mongols arrive need revisiting, to say the least. Given the number of troops I had, and the fact that they were predominantly horse archers, I suspect that troops intended for the Il-Khanate spawned instead for the owner of the province they spawned in, who was NOT the Il-Khan but me.
(Was playing a mod at the time, but this mod hadn't touched anything related to Mongols. Can try to replicate in vanilla if you want.)
EDIT: In addition, I'm noticing tengriist mongol barons revolting every so often against their liege. I think when the Il-Khanate failed to form they fled to my court, which makes sense, but they seem to also be commanding these enormous armies.
