In Cities: Skylines, there is an option to enable a freeplay mode that offers unlimited money, for those that just want to build and not worry about the management side of things... It's via an in-game mod, and disable trophies when enabled.

Is there such a setting in Surviving Mars?

I don't mind the management side of these sort of games from time-to-time... But most of the time I prefer to play these sort of games in a "freeplay" mode, and just build.

There is no free play mode specifically, but if you choose the International Mars Mission you get such an abundance of resources to begin with that it is pretty close. Couple that with the bonus rule sets that give you free buildings and so on, it can be pretty easy to just build where you want. There are however a fair number of mods claiming to be free build modes on Steam Workshop, if those solutions don't do it for you. Enjoy!
 
If you can't find a mod, it's super easy to make a mod that modifies the research and sponsor funding to astronomical levels, which very quickly becomes pretty indistinguishable from free building; this is what I did with my first game, so that I could learn how things worked before ramping up the difficulty.

That being said, I am somewhat surprised there isn't a game rule for setting funding/research really high and unlocking all techs, for those that want to free build.

Agreed. It seems like it would be simple enough to implement, and a no-brainer for a game rule. It should disable achievements when active though.
