Most likely a screwup with Id numbers, causing the AI to bomb out when it initializes itself.
As Castellon said, it's only a HoI problem if you get this type of crash on a vanilla install.

But I did leave you the option of proving one way or another by playing Vanilla and see if you encounter the problem there.
Again I cannot help unless you reinstall and use Vanilla to start a new game.
