Freezing Aura, Stone Giant ability

Maybe I am just missing something but I have the beast lair and I upgraded it so that I would have the new stone giant ability freezing aura. No matter what I do it never seems like it's available. I gave the territory as a fiefdom and leveled them to 15. I also tried to recruit a new unit of stone giants after construction was complete and had the same problem. Is there something specific I need to do or some tier I have to reach before it is available? Maybe just a bug?

I think it is a bug... the new ability I believe is actually stone skin.
