Description​

As per the title, when a Faith is created (in game) or reformed it is given the Full Tolerance special doctrine regardless of game rules.
This is because the Full Tolerance special doctrine is missing the

is_available_on_create = {
has_doctrine = special_doctrine_full_tolerance
}

that it had in previous versions of the game.

Steps to reproduce​

Start a new game without the Full Tolerance Game Rule and Create or Reform a Faith.
