I've recently concluded an existential threat war against a fallen empire. That war type means stations get destroyed, not captured, so the system reverts to unowned. However, the colonies can still be invaded. Normally whoever captures those colonies automatically establishes system control after a short while. This special system however has two colonies, one which I've invaded and captured, the other was invaded and captured by an ally I had in that war. Now each of us has one planet that can be normally managed, but no one has system control, no starbase has been reestablished, no super/megastructures can be build. Kind of a neutral zone, I like it :)
