Further map expansion?

I wander into LI SVN into modding stuff of FutureGary and then i found something in Excess Flag. It's a flag of county in southeast-asia and in other part of old world. I would like to ask what is it? Is it possible that there is an expansion of world map?

Ps. I'm also found Sino-Hellenic mod too. What is it? It is world map expansion into china or an invasion mod?

The map was cropped from US; originally we had all their provinces (even the off-map ones) but with a lot of adjustments on my part, I got rid of them all. The flags are still there, though.

The Sino-Hellenic Invasion is basically a Mongol-replacement event system that will allow for a westbound invasion from China.
