Well, I've kinda taken my leave for a while, and I must say, I'm pleasantly surprised. Thank you for taking the suggestion I offered for the names, Rodrico.
For the Greater Europe, there are two ways about it I suppose.
We know that currently Britain and France are both nuclear powers, and (I presume) Germany too, though I'll have to check on the last one. As such, by this point, the Brits and French would definately have some sort of missile defense system by this point, while Germany, presumably, would rely most on the somewhat outdated hide and hope approach of the Cold War. That in mind, I'd imagine Germany to have been all but leveled when the nukes and such started flying, while (relatively speaking) France and Britain came out somewhat intact, except that is for eastern France, where much of it would be damaged from the spill-over across the border from weapons landing in south-west Germany.
And of the two powers, I'd say that Britain would likely come out in the better shape, even with that portion of France discounted. And besides, Britain has historically been an imperialistic powerhouse, while the French have generally tried to reform one. Certainly there would be competition, but given the nature of Greater Europe (a large "empire" of sorts) I think the French and other nations would bow out somewhat to the British regions, even if they hadn't had much of an empire for over three hundred years.

For the flags...have you thought maybe of taking the existing flag and diagonally dividing the tricolour, going with Red in the upper-right, white in teh middle, blue in the lower-left...with the Union Jack in the center sealed by the EU stars? (I'll get an example of it up soon as I can)
EDIT: I just came up with this rather quickly in Paint:
Some of the proportions are a bit off (especially with the tricolour), but it should work as a base of sorts to go on.
