Galacian Dominance Choice Not Available

Description​

I have completed all of the requirements to end the Iberian struggle, but the game does the math incorrectly about the 75% of the de jure counties of your capital kingdom are "Galican and Catholic". It says 23/30 counties meet the criteria, which is over 75%, but the checkbox isn't checked. 75% is 22.5 counties.

Steps to reproduce​

I conquered all of Iberia, I have all of the requirements met to take the decision, but the decision isn't available due to the math for what 75% is. I can't tell how many over 75% its going to take to get to the decision being available.
