why is the AI totally dead not constructing any railroads or anything when the human player is state capitalist or planned economy but when hes interventionism or laissez faire they are are pumping our railroads everywhere and building factories nonstop... For me this is a huge game breaker as I always try to have a state capitalist or planned economy party in power because I want to construct rail road and build the factories I want but then there's no challenge because the other nations AI is just dead.. :confused:

This is WAD. your capitalist pops are producing those railroads or factories, depending on the parties economic policy. The amount of money your capitalists need to make in order to build decreases as you increase economic control (so effectively less will be built). Factories will only be built in lassiez faire and interventionism, only railroads as state cap (i think) and nothing as planned economy. As you increase control you do get more powers though, in lassiez faire you cannot build anything, with interventionism you can build railroads, and as the other 2 you can build both.

If you want the most amount of capitalist construction lassiez faire is best, if you want to build everything then pick planned economy or state capitalism. You cannot however have your cake and eat it. ;)

AI are controlled through scripts; nothing magic there. If you want your AI building stuff in non-usual provinces (like St Petersburg, when conquered by Portugal...), add the province number to the list of provinces beneth the county tag, in the save game. Same for factories and everything else. In fact, it is quite easy to mod the AI; I once had a fun time making AI Netherland conquer the world... Just mess around with army/navy size and target countries/provinces and anything is possible. We could even stage a nice AI-scripting contest to share the most freakish results.
 
And OP could do the same thing. Alter the save game to install the party needed to kick-start the AI into building RR's and factories, then simply edit the save game again to whatever party he wants in power. IIRC, once the AI starts building, it continues to do so even if the human player switches his party back. That's not what I would call a game-breaking bug, unless he just can't be bother to learn how to edit a save game file.;)
