Game broken after free for life DLC

After the free for life DLC non of my prisoners will work in any shop etc. You can assign jobs with no obstructions to getting there but still nothing. There is 0 interest in any programs except parole. Visitors don't come to visitation. I have been playing this game for years and have no idea what happened but now the games unplayable.

The fix for this is coming on Oct 11. But, if you have the free dlc Cleared for Transfer you can turn back on prisoner privileges in the policy tab and get them working and going to programs again.

I already downloaded that but when I play the game it doesn't show in my mod list and the privileges tab isn't there. So idk whats going on.

It's not a mod, it's a DLC.

Go to Manage my DLCs in your Steam Library, does it show as enabled in there?
