Short summary of your issue

The game itself doesn't start - it opens Victoria 3, and crashes on Initializing Game. I was able to load into the game on Version 1.4 without any problems.

I made a clean reinstall of the game, updated my video card drives, installed it on another drive afterwards, and also tried various steps found on this forum.

My System and Hardware

32 GB DDR4 RAM
Intel i7-10700F CPU
NVidia GTX 1080 GPU

I had this problem today, same log

I solved with three steps:

Virtual memory was not fully managed by Windows. For some reason it would crash even before this log.
One full clean install (so not just unistall from steam, but removing all the folder in documents (backup your saves etc).
Updating the firmware of my SSD. Yes, not sure why, but it was making the failing to start as the SSD would get stuck (only happened with Victoria III). If your SSD is a Kingston the official page have a tool and you can easily upgrade the firmware there.

After all 3 steps the game launches finally.
 
Right click on victoria3.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.
Then in the launcher Game Settings menu, select fullScreen display mode, Vsync off, cap refresh rate at 60.


If those don't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/Victoria3/pdx_settings.json .
From your Documents/Paradox Interactive/Victoria3/logs/ folder, attach here system.log , error.log , exceptions.log

exact same issue, I put attached the files.
I tried the setting changes with no result
Note: I tried also on MacOs, exact same behaviour.
The game start, then when creating a new game, I can select a country, give a name for the savefile, then a loading screen is displayed and after 5 to 10 seconds, game crash with a bug submission screen

There's no crash in this game in that dxdiag. If there was no exceptions.log either, that usually points to an issue outside the game. What happens if you run Victoria3.exe directly from File Explorer?
 
Exact same issue when launching from File Explorer.
I also reinstalled everything after cleanning AppData folders
What is weird is that I also have a computer with MacOS and it crashes the exact same way.
I ask for a new game, select a nation, give the save filename, then a waiting screen appears and after 5 seconds, game crash

my mac in indeed an hackintosh, so maybe this is tricky for compliancy, so it's not Bootcamp but OpenCore
However, I am facing the exact same issue at the exact same moment on windows, this is what looks very weird to me.
If e focus on Windows (which is a properly registered version of it), should I provide any additional file to you ?
 
As I said above, with no crash recorded in dxdiag nor exceptions.log, the cause is probably outside the game. The last hope is the Windows Event Viewer - do you see any ERROR or WARNING entries there in the minute or so before the game crash?
