First you need to contact your PC or motherboard vendor for their latest bios version and have it updated.
Depending on who they are, there may now be a setting in bios “Intel Baseline Profile” - just implement that and see how you go.

OP is this issue only exclusive to Victoria or do you have somewhat similar issues in any other games?
