Game crashed in the loading screen

I was wanting to play it again after a long time, but every time I open it now, it crashes before the city loads, the mods aren't the problem, since before the game loaded with them without any issues

Your pagefile got full and crashed, it ran out of memory.

Make your pagefile larger 32GB (32000 for page file setting)
