Game crashes after two months

Description​

After loading the save file, the game consistently crashes when ~2 months pass. 1.9.8 beta did not fix the issue.

Steps to reproduce​

Load the save file and let time pass for 2 months. It should crash on July 26th. Also notice that after ending war with Oman, a regional HQ is created in Hormuz. It used to be in Zanzibar and belong to East India Company.
