SOLVED (for me):
I was able to launch the game successfully with steam in ofline mode. Trying again with steam online failed again, so I turned off synchronized data in the properties -> updates tab and now the game works again. RIP cloud data, but at least I can play the game again.

If you do this it might look like you've lost all your save data, but that''s not true. You can find your previous save files in Steam/Userdata/<your user's number>/1158310/remote/save games. If you then move your files over to documents/paradox interactive/Crusader Kings III/Save games you can load them up just fine and play on.

This solve my crashing issue. Steam -> CK3 Properties -> Updates -> Uncheck Steam Cloud.

Now I just save locally like I did with EU4
