Game crashes during "initializing game"

Description​

The game sits on "initializing game" for 5-10 minutes and then just crashes.

I have checked file integrity, I have run in debug mode, I have disabled and enabled full screen optimization, run as admin, I have tried multiple fixes found online when looking for this issue such as increasing vram, disabling services through msconfig, disabling my anti virus and a load more. Nothing has worked so far.

I open the game, wait for a few minutes and then it crashes
