So Cities Skylines is crashing when I try to launch it from Steam. I have a fairly decent PC with 32 GB of RAM. I have played this game many times before, but then I uninstalled it and reinstalled yesterday and now it is not able to even launch to the Menu. I will detach the output_log.txt file so you can have a look in there.

Over 2,000 subscriptions there, but your 32gb of memory ought to be able to handle that, in general.

In your Steam Library right-click on this game and choose Properties. In the Launch Options line, paste this in there:

-noWorkshop -disableMods

Can you then start the game and a new test city okay?

Yes now that I tested it I can. Also it loads up pretty fast compared to before. But obviously my city relies pretty heavily on mods else it is going to break. Is there any solution for that? I have tried removing the depracated and broken ones so far.
 
If your city relies on any broken or deprecated mods, it is probably not playable any more, I am sorry! One of the risks of using mods.

I take it you've checked them against this list?
Make sure to check the tab "Broken".

But we need to get you going so you can at least get into the game. I can't think of a way of doing taht without you unsubscribing to a bunch of mods and assets; I think in the Steam Workshop you can make sets of mods/assets. So do that to, say, half your mods and separately half your assets, then unsubscribe from them, and see if the game loads.


Unrelated to this issue, can I ask why you are using -force-d3d9 ? That should not be necessary with your video card.
