I have a rather old but working system. I have never encountered errors in the operation of programs or games, all modern games work fine for me, including those from Paradox. (no mods)
The last time I played Victoria 3 was sometime in the autumn. After the new 1.8 update, the game stopped running. After calculating the shaders, the game just crashed.
I tried running it on the built-in graphics card and the effect is the same.
Victoria 3 caused a blue screen a couple of times.
I changed the versions of the game and it persisted.
Then I updated all kinds of drivers for video cards, bios, and chipset.
After a few days of agony, when launching the game version 1.0.6, I manage to get to the game itself at the lowest settings, but the game crashes if I choose a speed higher than the third. It's impossible to play.
I've tried every conceivable option, I'm exhausted, and I don't know what to do. I am ready to attach any bug reports or recordings.
 
Right click on victoria3.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.
Then in the launcher Game Settings menu, select fullScreen display mode, Vsync off, cap refresh rate at 60.

If those don't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.
IF dxdiag.txt fails to attach here, rename it to dxdiag.log , or zip it up.

Please attach here your Documents/Paradox Interactive/Victoria3/pdx_settings.json .
From your Documents/Paradox Interactive/Victoria3/logs/ folder, attach here system.log , error.log
From your Documents/Paradox Interactive/Victoria3/crashes/ folder, attach here the latest (only!) exceptions.txt
 
Unfortunately, it didn't help when the game started counting shaders, it crashed and took Steam with it.

I updated the drivers for DX11, Intel and NVIDIA, unfortunately it didn't help.
The logs show an error related to the rendering of DX11, but it is unclear what it is.

I would like to emphasize that absolutely all other applications and games work perfectly fine without crashes.
 
I'm pretty sure you are running low on available memory:
Memory: 12288MB RAM
Available OS Memory: 12174MB RAM
Page File: 9175MB used, 5152MB available

Please expand your Windows paging file maximum size to 32gb

AND exit every other app you can before starting the game.

BUT you are also very low on free disk space!
Free Space: 2.1 GB
Total Space: 121.4 GB

Drive: D:
Free Space: 21.4 GB
Total Space: 953.9 GB
To expand your paging file you'll need to free up space on either or both of those drives first; note that Windows likes at least 10% free space on its boot drive C: as "elbow room".

PS: we don't see any of those BSoD you mention recorded in that dxdiag. But if you get any more, please record the text on that screen for us, thanks.

Thanks for the help! The game is running stably!

The situation looked hopeless at the moment, but the following helped me:
1. I used the Windows reset function after saving my data.
2. I rolled back the video driver to the 2020 version.
3. I used the advice above and allocated a larger swap file size.

Now the game is stable with add-ons, different graphics settings and mods!

I hope my situation helps someone.
