From that exceptions log this is clearly a DirectX11 (ie Windows) or other video issue. Please try this:

- uninstall the nVidia software https://developer.nvidia.com/cleanup-tool
- reboot
- install the latest https://www.nvidia.com/Download/index.aspx?lang=en-us
- reboot again

THEN run this Windows repair tool:

THEN Right click on \victoria3.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.
Then in the launcher Game Settings menu, select fullScreen display mode, Vsync off, cap refresh rate at 60.

Does any of that help?

Nope, problem still persists, continues to crash on initializing, heres the most recent crash log if anything has changed with it

This has been solved I think, the issue was a bad ssd which caused things relating to windows to mess up, but I  think this is solved as I've replaces the ssd with some old harddrive I had and I am having no problems

I had this problem today, same log

I solved with three steps:

Virtual memory was not fully managed by Windows. For some reason it would crash even before this log.
One full clean install (so not just unistall from steam, but removing all the folder in documents (backup your saves etc).
Updating the firmware of my SSD. Yes, not sure why, but it was making the failing to start as the SSD would get stuck (only happened with Victoria III). If your SSD is a Kingston the official page have a tool and you can easily upgrade the firmware there.

After all 3 steps the game launches finally.

I have the same issue, tried everything i could possibly find to fix this... waiting some new things to help me. I also want to mention that i cannot play this game since like 1.2 version..... constant crashes, but at least i could start the game before, now its dead on start wont even load menu

It is very unlikely you do have the same problem, as the OP's issue was caused by a bad SSD. Always best to start your own thread in future. Thanks.

Right click on victoria3.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.
Then in the launcher Game Settings menu, select fullScreen display mode, Vsync off, cap refresh rate at 60.

If those don't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/Victoria3/pdx_settings.json .
From your Documents/Paradox Interactive/Victoria3/logs/ folder, attach here system.log , error.log , exceptions.log

I found a solution.... In another topic one guy found out the issue for you...
Its the paging file size of the C: drive which caused my problem and probably a lot of peoples have the same issue. NO other game ever have issues with that but this have. Now that i set the C: paging file size from not 0 the game suddenly works, so it maybe aint a bad SSD but it is definetaly hard drive related issue

I also had 3 topics already with 3 different patches there was no solution for the till yesterday in another topic.
