Some one mentioned above that papal controller doesn't take effect until you save and reload. In addition, this sometimes results in you being named papal controller when you haven't earned it.

And whether papal controller has been earned or otherwise the game always crashes when I try to excommunicate someone. Secondly, I have been the papal controller for nearly the whole game and haven't recieved a single papal effect.

I'd imagine these problems are all linked.

Just yesterday the AI excommunicated my vassal so excommunication as a whole is not bugged. And the Papal controller changed without a need for save and reload.
 
Then it may just be the button in the action menu that's bugged. Because it certainly has crashed everytime I've tried to use it.

I've had change without save or reloading, but nearly everytime I reload it changes to a different kingdom and the little cross icon never appears next to my ruler either way. And secondly, I've still never had a papal event occur.
 
Sometimes the papal controllership is not properly applied, as you can see the cross is not appearing on the side of the potrait. When this happens, trying to excomm someone crashes, so don't. ;)

If you can find a reproducable and logical way to find out why it's not always correctly applied, we can try fixing it, but it's rare enough and insignificant enough to be "just a glitch" level bug in my books.
 
Thanks for the first bit Byakhiam. I am aware that there is some problem with titles in the game code and have tried to save and reload as suggested in the stickies. (And I'd imagine that the "who am I" problem is like linked to this problem). However, papal controllership is never assigned properly since it is re-assigned everytime you save and reload. So essentially excommunication simply doesn't work. As well, yesterday after being selected properly as the papal controller, with the cross icon in my character portrait, I tried to see if I could excommunicate someone but the option only appeared in the action menu after I reloaded. At which point when I tried to excommunicate someone the game crashed. Therefore when it is assigned properly you don't have the option to excommunicate, and when you do have the option to excommunicate the game crashes because papal controllership has been assigned improperly? Well, thats a little silly.

I think a logical method for reproducing the effect is self-evident: the game always crashes when excommunicating therefore create a game, make the player papal controller, and try to excommunicate.

I'm not sure that I'd call it an insignificant bug. 1) it causes the game to crash and 2) it makes piety utterly irrelevant since papal controllership does nothing. In a sense its like playing half a game. The game is called crusader kings, after all, the reason why you go on crusades in the game is to earn piety, the sole reason to earn piety is to become the papal controller.
 
I'm pretty sure you can use Excommunication properly, at least it has been working all right in the past. I'll have to test it out when I can, but it will probably take a while. I'll get back to this thread when I have tested it, ok?
 
Sounds good to me.

BTW. I just got papal controllership while excommunicated, which in and of itself is ridiculous, (from the peace of god event) and tried to revoke excommunication on myself and the game crashed. So I'm pretty sure it is a problem with the action menu. It seems like excommunication from events functions but the action of excommunicating doesn't.
