This game crashes incredibly often. At least the software is unimportant and lives don't depend upon it. When will the finished product be on the shelves?

I experience frequent application exits (crashes), perhaps every ten years in game time.
The crash is not repeatable and continuing from a saved game will proceed past the last crash.
My operating system is Windows 98.

Assuming you have 1.02 applied, the next most common cause would be video and sound drivers. Try playing slower, and with the No Music option.
Shortage of memory can trigger them too, preferably have at least 128mb.

The game crashes alot at speeds greater than 1-8. Below that, it's actually fairly stable. I crash after a few hours, but usually only once per 3-5 hour session.

Sounds like they are working at about level -3. The fact that the game consistently crashes is by definition unstable. If it can't run at the full speed then why is that an option? Was this tested before release? Standard things like unit tests, integration tests, beta testing? The patches so far seem to address trivial concerns of gameplay instead of fixing the problem of the game dying violently.

if you were to post in the good forum and post your complete config, maybe we could do something for you.
DX 8.1 is causing problems with this game as well as many others. But there are also other issues.
And I wouldn't qualify the improvements of the patches as "trivial".

I get occasional crashes to desktop and it is sometimes frustrating. I've read some of the suggestions in other threads. I have an older machine (about 3 years old) with 128mb ram and a 16mb video which came out WAY before DX8. What would you suggest to help me more in eliminating these crashes, adding more ram or getting a new video card?
occasionnal crashes (CTD or crash to desktop) are normal with patch 1.02. With patch 1.03 however you shouldn't experience much of these (my beta version is at 1.03 and it didn't crash in 50 years). This patch is due in a few weeks.
However, even if your computer is old, I would start by upgrading the drivers for your video card, your sound card and your motherboard. You can gain much more speed and stability this way. If you're up to it, you can even upgrade your motherboard BIOS, all these things will help.

As for your video card, it depends on what you have. I would recommend upgrading to a GeForce 2 MX if you have a AGP port, otherwise, stick with the one you have.

Upgrading to a new computer is out, barring incredible luck. I think my video card is no longer supported so I haven't upgraded the drivers. It is an APG card though. In your opinion are most crashes related to video or RAM problems?

Post me your complete config please. I will then be able to tell you if it's worth updating your video card.
RAM however, should be your #1 priority. 128 isn't bad at all, but 256mb Ram will make a difference in everyday applications (Windows, MS Office, etc.)

the price of RAM has raised substantially in the last months... Here I could pay 256 for 45$ 3 months ago and now it costs 120$!!!!!

However, that's about the price it cost me for DDR RAM wich is more expensive... Are you sure it was the good type?
400 mhz is a decent comp. Investment is worth it.
Upgrade to a GeForce 2 MX-400, they shouldn't cost much these days since the GeForce 4 MX cost 129.99$ and it's one of the latest model.
128 mb more + a new video card and you'll be up to speed and you should be able to play all of Paradox's upcoming games
(and some others too )

I've asked for price last week and it was 120$ for DDR Ram wich should be double the price of SDR... I don't know why it's so damns pricey in Rimouski.
