My game is crashing on startup, it gets to the splash screen, then crashes. The game is unmodded but has the Expansion Pass dlc installed (Voice of the People ect.)

Hi! Error log references a lot of mod content, particularly the AroAI mod. Are you sure that the game is unmodded?
The other thing you could try is deleting your shader cache found under "Documents/Paradox Interactive/Victoria 3/shadercache" and running the game again.
If that doesn't help, please attach the minidumps file from "Documents/Paradox Interactive/Victoria 3/crashes".

I think i might have sent my oldest crash which was a modded game instead of my newest, i am certain its unmodded now. Deleting the shader didnt work, here is the minidump

Right click on victoria3.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.
Then in the launcher Game Settings menu, select fullScreen display mode, Vsync off, cap refresh rate at 60.

Then test with a new unmodded campaign.

If those don't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/Victoria3/pdx_settings.json .
From your Documents/Paradox Interactive/Victoria3/logs/ folder, attach here system.log , error.log , exceptions.log
 
I attatched all the files i could, there was no exception.log though and for error and system there were multiple numbered logs

Starts to look like a hardware or driver issue I'm afraid!

Please try this:

- uninstall that AMD video driver with this tool https://support.amd.com/en-us/kb-articles/Pages/AMD-Clean-Uninstall-Utility.aspx
- reboot
- install the very latest (December 2023 I think) from here http://support.amd.com/en-us/download
- reboot again

You are also on the edge memory-wise. Please:

- expand your Windows paging file maximum size to 32gb
- exit every other app you can before starting the game.
