Game crashes, returns to desktop. Says Steam Client Webhelper not responding

Steps to reproduce​

I first had City Skylines 2 installed, deleted since i realized didn't have requirements. Loaded City Skylines 1. Loads to page to pick a new city. Then crashes about 75% way. No mods loaded.

- expand your Windows paging file maximum size to 32gb

Optional: Increasing the paging file size on Windows computers

On computers that have 8 GB of RAM, the suggested paging file size is 16 GB.

- unsubscribe from any mods and assets you don't actually need or use - they all consume memory all the time, even when not in use in the current city
- exit every other app you can before starting the game.
