Game doesn't load province textures on start up

For some strange reason, all of a sudden the game has stopped loading the textures for the individual provinces when I boot up the game. The result is that they look like sea provinces when viewed in the "terrain" mapmode.

I have tried reinstalling the game but the problem persists. Do you have any idea as to what might be causing this?

Also, how can I completely purge my system of every last remnant of this game for a genuinely fresh reinstall.

I've tried absolutely everything and I'm at my wits end here.

Uninstall the game, and manually delete the game directory. Search the registry for "rome" and "victis" delete any keys that mention them.

Install the game again but in a new directory like c:\games\rome . Then install VV over that, and then 2.1 over that.
