Game doesn't start -it did when I first played the game a long while ago

It simply sits there after you hit play.

Is this a problem in the Steam -> launcher phase, or the launcher -> game phase?

If it's the former, I had that occur occasionally on my previous computer (and only with Paradox games). Clicking "play" a couple times in succession seemed to work.
