Game don't start after launcher. I tryed reinstall and start in a window (no full screen)

Win 8.1 x64, notebook, nvidia 970M with last driver (452.06-notebook-win8-win7-64bit-international-whql). Steam

The debug log points to video/DirectX errors even though you are on a current nVidia driver. I think your Win 8.1 is not fully updated though, if you run the Updater app does it find anythig to apply?
 
The entire forum is littered with topics about bugs, crashes and messages that the game does not start. If this is a problem that you plan to fix in the near future, please write to us. If the game needs a specific library, update - write which ones are required for normal operation. Dxdiag did not detect any errors, I attached the report
 
Like any new game, yes there are initial issues. They have many unrelated causes - video drivers, game bugs, antivirus apps and so on.
Your issue does not look like any of those.

As for libraries, when you run the game today it will try installing VC++ 2005 - does that happen, if so does it help you? Aside from that VC++ 2015/17/19 is the only other requirement apart from DirectX12.

To make sure it is up to date can you run the Updater please?
 
VC++ 2005 installed with game update 1.03 (VC++ 2015/17/19 present in the system, the latest versions), directx 12 in win 8.1 is not available. The game still doesn't start with the same errors

Sorry, I should have said DX11 not DX12.

But looking at that data again I think you may have the Intel video driver issue we are seeing on laptops, certainly Acer, ASUS and HP at least. The workaround there is to revery to an intel video driver:
Driver Version: 20.19.15.4352
Driver Date/Size: 12/14/2015 6:00:00 PM, 32130848 bytes

Not sure with your vendor whether they provide those drivers or you get them straight from Intel, but can you see if you can get that driver for your hardware please?
 
As far as I know simply installing the older Intel driver and rebooting is enough. I'm just relaying what other customers here have found!
 
Put the old Intel driver - the same thing. In the panel, nvidia indicated to use the integrated video adapter for the CK3 application - still not running. At the same time, judging by the logs, the game itself chose a discrete video card (nvidia 970M).

Changed the video adapter in the settings file pdx_settings.txt -clearly indicated the Intel adapter. The game has started, but the time before the main menu appears is more than two minutes. I think this is due to the fact that the built-in graphics card is weak-intel hd graphics 530, the CK3 log indicates Adapter 1: Intel (R) HD Graphics 530 (160.00 MB), while the discrete Adapter 0: NVIDIA GeForce GTX 970M (2951.31 MB)
Questions:
1) What do I need to run on a discrete video card?
2) Please give recommendations for changing the settings file pdx_settings.txt to run on a discrete laptop video card. You may be able to find a temporary solution for laptop owners who have a similar problem (I've seen a lot of topics with the same error on the Internet and on the paradox forum)

As you may have noticed there has been no game patch released in that time, so yes any problems there were a week ago will still be there, I'm sorry.

I promise they are working hard on this issue, I see the bug report updated almost every day. When that will bear fruit I cannot say at present, I'm afraid.
