I started the game as Shoni and after few years the daimyo of Chikugo from clan Otomo declared independence. I used this and DoWed Chikugo and quite easily conquered them. And since the last province they owned was already under siege by Otomo, I proposed them 'Concede defeat' peace. They accepted but as soon as they did it, I got the 'Sengoku Era Ends' with a text about nobody being able to unite Japan and with only option - Resign. I believe that it was a Game End message but since it was 1473, it seems to be a bit off.
