Here is what I've done:
Reinstalled game
Validated game
Reinstalled DirectX / C++ Redistributable
Launched game as Administrator
Launched game in compatibility mode
Deleted Paradox User Folder
Updated graphics drivers
Fresh install graphics drivers
Fresh installed older graphic driver versions

Did you install DirectX 9? Because your system.log specifically refers to it while attempting to create a graphics environment, but your D3D9 overlay status is listed as unknown in your dxdiag report. When DirectX 9 is installed, it should have been listed as supported.
 
I have done another clean reinstall of AMD driver.
I have also installed DirectX 9 from microsoft website

Still the same error.

I've been analyzing your dxdiag a bit further.

You have 2 video subsystems. The embedded one in the Intel CPU (Intel(R) UHD Graphics 770) and a secondary one from AMD (AMD Radeon RX 7900 XT)

The monitor is connected to the integrated Intel one, and the AMD one isn't hooked up to a monitor. Which means that the desktop is rendered using the embedded Intel video GPU. With Windows 10 and 11, a secondary GPU (your AMD one in this case) can be roped in to assist in the rendering. This is a feature called hybrid graphics.

However, your system information (at the top of your dxdiag) lists this feature as not supported. Which means that the render assist by the AMD GPU is currently disabled. This probably why most of it's features are listed as Unknown by dxdiag.

Which means any use of DirectX depends only on the Intel embedded GPU. And that one lists DirectX9 overlay as Not Supported.

Since dxdiag lists your system as Z790 UD AX from Gigabyte, and this is a regular ATX sized montherboard (so, no laptop or anything like that), I assume your AMD graphics card is installed in one of it's PCIx16 slots, and has it's own monitor connections for either display port or HDMI. Have you tried hooking up your monitor directly to the AMD graphics card instead of the embedded Intel GPU, thereby making the AMD the primary video card?
