the game stops loading and the third innermost circle is only 75% completed. The other 2 are completely filled.

The game used to work, but slowly, more and more often, the game would not load to the main menu. Sometimes it would take like 3-4 tries before it would load successfully. I don't get any errors or crash messages. It just doesn't progress on the Loading screen. The tips on that screen keep changing.

Things I have tried:
I used to have a city that was very well developed, but that cloud save was lost. I remember the last thing was it showed I had $2 billion dollars exactly, but the amount would not go up despite having a large positive cashflow. So, I started a few new cities after that cloud save was lost.

Launched the game and walked away for an hour or so, but the game would not load. Typically, it will load quickly, within a minute or less.

Turned off all Paradox assets in playsets. I've only used the region packs and a couple maps have been subscribed to.

Tried clicking on load with no code mods in the paradox launcher, even though I don't use any code mods.

Checked my paradox account and found Steam link needed refreshing.

Removed all saves

Updated Nvidia drivers to the most recent.

Uninstalled the game and removed all files in places like Appdata. Then reinstalled.

Verified file integrity with Steam.

Looked for any other system errors that could be related.

Made sure the windows installation had no corruption.

Reinstalled Windows 11 and minimal programs, then tried many of the above things again.

Same thing happens to me. I sat down to play after the Anniversary Patch (1.2.5f1) and the game really struggles to get to the main menu. After about 30 minutes waiting, I got to the main menu once, started a game, then crashed to desktop when I placed an alley (which has happened to me before so I don't think it's related. Alleys are dangerous for some reason).

As a side note, I have a second computer on Windows 10 and it loaded just fine. Another thing, that computer was able to see the cloud saves that were missing from this Windows 11 computer. I don't know enough about the save file details to fix a problem, if the save files are causing all of this.

I did the following, now my game loads.

go to the folder

C:\Users\%USERNAME%\AppData\LocalLow\Colossal Order\Cities Skylines II\.cache\Mods

and delete the file called Playersettings and delete the folder called playsets_metadata then
Go to

C:\Users\%USERNAME%\AppData\LocalLow\Colossal Order\Cities Skylines II

and delete the folder called .pdxsdk
Try the game again.
