Just speculation from my part, but I would guess a large game like this will able to scale up to 4K.
 
GeDoSaTo should work at launch to enable higher resolutions (because it is a Unity game it is quite likely that it will work) However, if the UI isn't properly scaled (which I assume it will not be due to the lack of any-resolution support), it will look quite small. A mod should be capable of making it larger for people with this issue, but that would require the UI to be open in the API and I have received mixed feedback on whether or not the UI is actually moddable.
 
I play @ 2560x1600 (cim2) so would expect that to be supported in C:SL too.
For that, I don't need any UI scaling (I would prefer it not to scale tbh) but 4k is a different story, UI scaling would be required.
