If you see GeForce Experience running in your Windows taskbar, right click on it and choose Exit or Quit.

It wasn't GeForce Experience but the settings? I can open the program from there but I just exited it.
Okay so that didn't do anything but I have found out that if I use the mouse wheel scrolling the game only minimally stutters,
WASD movement is impossible to play without stutters so that isn't an option sadly.
I could supposedly play by only moving the camera with mouse wheel scrolling but thats kinda not a solution is it?
I also found out that vsync/fullscreen makes it run worse for some reason.
I am praying for a future patch to fix my problem but until then I am stuck with the mouse wheel I guess.

Many people on the nvidia forum have reported stutter problems with vsync and the 54x.xx drivers for most of this year even with the newest and most powerful video cards. Many consistently report going back to the older 537.58 driver fixes the problems. Others report going back even to older drivers is needed. I suggest uninstalling current driver then installing 537.58 driver using the custom install option of clean install. Best to backup your computer first.
