Game not closing in Steam

I've had an issue come up just recently, where EU4 does not stop running when I exit. Steam continues to say it is running, and trying to stop it in the library causes it to just say "stopping" forever. It seems the only fix is to manually exit Steam and restart it.

This is most likely a Steam issue rather than an EU4 issue, but I figured I'd see if anyone here has any ideas for a fix.

Have a look in the task manager. Is there still an eu4.exe, dowser.exe or paradox launcher.exe? If not, it could be that steam is still trying to sync your cloud saves(I'm not sure how this is displayed in the steam client). If that's the issue, disabling cloud sync might help.
