I have tried this two times already once on a Dell XPS with an i711800H and once on a Razerblade with a i9 11900h. The game refuses to use the full turboboost of the processor staying below 3.0ghz for most of the time. If you run the game in full screen window mode and put another program on top of the game it will then use the full boost power of the processor up to 4ghz or more. It is happening in hearts of iron too. On a 4 core 1165g7 processor the game runs at 4.3ghz the whole time while in full screen mode. Does anyone know why this is?

Update: this is not affecting amd mobile processors nor desktop processors at all. Intel 11th gen 8 core are affected though.
