It will be available for prepurchase at some point, but we are not locked on a release model yet. Nothing defined at the moment, as we want first to confirm when the game will be available.

Is it a possibility to release the game in chapter installments like with CK3 and Victoria 3?

Can't confirm at this point, we are not really focused on the DLCs yet. Once we get a better sense, we will see what makes sense. If we can have some kind of yearly expansion pass with the biggest releases in there, throwing a nice discount, sure, I like that.

I also think it is important that we do not overfocus on this, we need to give time for the game to blossom. So I do not expect to have big expansions in the Premium edition, in case we have that offer.

To avoid another thread getting out of topic, my preference for dlc would be to step away from the current "only buy when discounted" model to a diminishing and limited in time, price, clearly communicated in advance. For example:
- first two years 15€
- year 3 12€
- year 4 9€
- year 5 5€
- from year six on: free.

You could even do it half-yearly, to make the drop smaller and avoid people waiting

It feels the same a discounted
People are gonna say wait X year to buy

Ideally the dlc is priced correctly from start and doesn't need sales
For example if the base price is 15 and with sales average when bought is 7, why not sell it 7 from start and get those positive reviews

Because plenty of people are willing to pay full price to not have to wait two years?

Edit: like you say, similar to today, except it becomes more predictable which is always better for the client (in this case the paying player)

The main difference is that it would become free by design, which reduces development overload and makes future QA easier and hence better.
