I've got problems with the game slowing down to a crawl some time (100 years or so) into the campaign. It doesn't really matter what speed I set it to it still takes forever. A month can take up to 10-15 minutes. Reloads and shutdowns doesn't really help. I have no other programs running.
I have a P2 450MHz and 128 of RAM, and I think that should be enough. What are the correct settings for virtual memory and all that? Is there something else that might influence performance?
 
Are you sure rebooting doesn't help?

I've found that the game tends to become sluggish after a few hours play. When I upgraded my computer with more RAM it helped, but it still slows down. So it seems there's a memory management issue here, but I'm not sure whether EU is to blame for it. As far as I know Windows 9x has taken quite a lot of heat for poor memory management.
