If you are using the <+> key from the keyboard, then you also need to press the <shift> key. If you are using the number pad, then <+> key only.

The speed-up function only works when there is no combat anywhere on the map. As soon as the shooting starts, the speed automatically reverts to normal. This is because the CPU load during fighting is too high for any serious amount of time acceleration.
