Summary

Game sporadically starts to slow down

Description

Slowing down. Sporadically. With no clear visual reasons.
The UI slows down the way like I have very low-budget video card with quality settings set (although everything was ok before that). So, you even wasn't able to scroll (even pan) the map when Pause activated!
This issue appears during the game playing. Usually after particular events, like was started or entering some item details (wasn't able to detect exact condition).
Sometimes after several minutes it might get to normal play (but not 100%. even if it happened, then only a few times).
The issue was appearing after some period after startup. Like maybe an hour (at least) but not obligatory. Sometime it was ok during several hours.
Can't say it was solved after the game re-loading without the app restarting.
But saving and restarting was the way to handle this (this is how I was actually was able to play).

Not sure if this is a duplicated issue or whether it's has been fixed in latest patches. Has it definitely experienced in 1.3-1.5.
Video card: NVidia mid-lower-priced. No high-quality settings, but with normally functioning frame rate by default.

What you describe could be a memory swap issue or GPU throttling. I'll move the thread to Technical Support so that they might assist you further with hardware-specfic issues! In the meantime, could you upload your DxDiag file (Windows start menu -> DxDiag -> Save all information)?

Right click on victoria3.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.
Then in the launcher Game Settings menu, select fullScreen display mode, Vsync off, cap refresh rate at 60.

If those don't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/Victoria3/pdx_settings.json .
From your Documents/Paradox Interactive/Victoria3/logs/ folder, attach here system.log , error.log , exceptions.log
