After exiting the game it stays as "Running.." and I have to restart steam to get it to stop.

Yes it happens every time. I just tested and I only have to start the launcher and close it for it to happen. I also checked if the paradox launcher process is still running but its not.
Hmm. What antivirus app do you use? Add Imperator.exe and Paradox Launcher.exe to its exceptions list/whitelist.
I use kaspersky, I had to add imperator to trusted apps to get it to not crash, adding the launcher did not solve the problem neither does pausing protection.
Is it only the IR launcher that does this for you? How about the new EU4 launcher for instance, which is basically the same?
EU4 didn't do it. After I ran EU4 I verified the game cache for IR and it didn't find anything, however the problem seems to be fixed now either by running EU4 or verifying the cache.
