the game stutters while paused, every few seconds even when i dont move the camera it lags then goes back to being smooth then lags again, and when i move the camera it lags. i run it on borderless fuillscreen, v sync is enabling in the settings file. i have no idea whats causing it.
 
Has this always happened for you, or it used to be okay up to some point?

Right click on eu4.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.

Edit settings.txt to say:

refreshRate=60
fullScreen=yes
borderless=no

vsync=no
Then in the launcher Game Settings menu, select fullScreen display mode.


IF that doesn't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here. IF dxdiag.txt fails to attach here, rename it to dxdiag.log , or zip it up.

Please attach here your Documents/Paradox Interactive/Europa Universalis IV/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/Europa Universalis IV/logs/ folder, attach here system.log , error.log .

i've always had lags in early game, and when i move the camera, but its worse now for some reason

We see some mod errors in there. We can't help with modded games, do you get this in a new campaign with ALL mods disabled?

That aside I see no reason for this.
Please report the temperatures of your CPU and video (GPU)
1/ before starting the game up and
2/ after say 10 minutes' play.
If your PC's vendor has given you no way of reading temperatures, install
SPEEDFAN http://www.almico.com/sfdownload.php
 
We see some mod errors in there. We can't help with modded games, do you get this in a new campaign with ALL mods disabled?

i disabled all the mods, the same issue
before starting game

whenever the game stutters i can see that the render latency drops down to around 3-4 ms, i dont know if that is signficant.
i read something about limiting fps, would that help?

With your settings it ought to be limited to 60 already. Do you see anything over that?
 
Refresh rate should be set to 60 in your settings.txt , from the steps I gave you in my first post here.

To see your fps in the game, go into Steam, preferences, in game. You can set Steam to show your fps.

do you have any other suggestions i could do? nothing seems to be working, i went to the nvidia control panel and enabled g-sync, didnt do anything.
 
Sorry, I don't think you answered - do you see fps over 60 in the game now, or not?

FYI those temperatures are fine, problems start up around 80c.

i ran crusader kings 3 and it runs perfrectly fine. no lag at all.

It was CK2 I was referring to, as that is the most similar game to this one. CK3 is on a much later game engine.

I see you have McAfee antivirus installed but disabled. If you don't want to use it you should uninstall it fully. User Revo Uninstaller to make sure it si all gone.

If that doesn't help or you want to keep it, go into Startup apps and disable everything there, and reboot. Make sure GeForce Experience is NOT running at that point, then start this game from eu4.exe directly from File Explorer. Do you still see the problem?

i dont know what exactly changed but it works this time, the lag is gone. thank you so much for your help.
i tried CK2 it runs perfectly fine.
i didnt find mcafee in control panel and revo uninstaller. last thing i did was update my driver then closed nvidia and it seems to have solved the stutter
