Summary
Game think the city is not where it actually isExpected Result
Being able to see how the electricity grid, water pipe grid and other GUI works and being able to use that GUI to manage ressources correctlyActual Result
Bugged GUI and unability to manage ressources properlySteps to reproduce
I got no idea. I simply launched the game and started building a city just like anyone until I tried to place windmills and saw it. I tried ignoring it but then I saw the water was also bugged so I checked every single GUI and the affected ones seems a bit random, electricity, water and sound pollution are acting up weird but natural ressources and traffic work just fine.Platform

Description
I found out this seems to be caused by the fact the game thinks the plot is somehwhere else than where it really is. I added a third picture showing what I'm speaking about. Most of the GUI info like the electricity and water are actually showing in the blue square as if the game thinks my city is in there but as you can see, my city is very clearly not there. Sure the picture was took while playing with a multiplayer mod BUT I have seen the exact same result even when all mods were disabled, proving mods are not causing this issue. I got no idea how can such a thing happen but I might have a lead. Recently, my PC as been experiencing corruption issues and is getting quite old. All this corruption happened on my second disk so I installed cities skylines on my first disk which is also the one that contains Windows. I don't think this is what is causing the issue as the corruption happened on another disk but we can never truly know when speaking about electronics. If you need any more info, just ask and I'll be glad to give as much info as needed.
