I just bought Jade dragon and i started the game and it worked fine. I left an old mod on so I closed the game deleted the files, and tried to restart but ever time I click play it says running a few seconds them stops.

I did a complete re-instillation and it did nothing the only thing that work is to roll game back to 2.7.2 and it starts fine.
 
Please do a full **clean** re-install:

- move any valued save games elsewhere
- "uninstall" in Steam-CK2
- manually delete both the Steam/SteamApps/common/CK2 AND Documents/Paradox/CK2 folders
In particular make sure there are no files or folders left under either the Steam CK2 or Documents CK2 locations, before installing again.

- re-install game in Steam, run a Steam Verify when done.
- add steam.exe and ck2game.exe to the Exceptions list of your antivirus app

THEN:
Please go to C:\Program Files (x86)\Steam\steamapps\common\Crusader Kings II\ _CommonRedist\DirectX\Jun2010\ and run dxsetup.exe
Please go to C:\Program Files (x86)\Steam\steamapps\common\Crusader Kings II\ _CommonRedist\vcredist\2010\ and run vcredist_x86.exe and vcredist_x64.exe

Also if you have installed a gaming VPN app called Evolve, or the MSI Gaming App, disable it as it clashes with this game.

Did you do this? You don't mention either way.

What antivirus app do you have?

After the deletions, did the game recreate the Documents/paradox/ck2/ folders and files?
 
I use Trend Micro

Also the document folder is there but there is only a file or 2 in it none of the rest is there. I got it to generate it by loading game with th 2.7.2 rollback

I don't know that particular AV app, but these symptoms are exactly of an AV app preventing the writing of files; perhaps it knows the 2.7.2 ck2game.exe but not the 2.8 one. Make sure the documents/paradox/ folder and all its child folders are exempted from being protected.
